Today, Friday, 15 September 2023, the annual meeting of the Cyprus Human Resources Development Authority (HRD) with the Vocational Training Centres (VTCs) took place, which this year was implemented in the framework of the "European Year of Skills".
The meeting was addressed by the Minister of Labour and Social Insurance Mr. Panagiotou, who noted the catalytic role that our country's human resources are called upon to play in addressing the emerging challenges in the Cypriot labour market, stressing that they are the most important productive resource of our economy.
As Mr Panayiotou said, Cyprus bases the development of its economy and social cohesion on the quality and proper utilisation of its human resources, while the continuous upgrading of the knowledge and skills of individuals through lifelong learning activities in order to meet the needs of businesses and our economy is essential.
Continuing, Mr Panagiotou informed that the Ministry of Labour and Social Insurance has formulated an Action Plan for the European Year of Skills 2023 entitled "Modern Professional Development for the Green and Digital Transition", which was approved by the Council of Ministers. The Action Plan focuses on promoting green, digital, quality and safe professionalism and is based on three pillars.
In concluding his address, the Minister of Labour and Social Security emphasized that human resource development, through linking education to the labour market and promoting continuous vocational learning, is particularly important and both vocational specialization and certification should be enhanced. Moreover, it is essential to promote a people-centred business model, based on quantitative and qualitative investment in professional staffing, as well as on the stability of job staffing.
Subsequently, the President of the Board of Directors of ANAD, Mr. Dimitris Kittinis, addressed the audience, referring to the great importance that ANAD attaches to its cooperation with the Vocational Training Centres (VTCs). Kittinis, have an essential role to play, since through their operation they contribute to the promotion of issues such as the diagnosis of training needs of the human resources of enterprises, the design and organization of appropriate training programs offered through the various projects of ANAD, as well as their effective implementation, which contributes decisively to the effort of ANAD to achieve its objectives regarding the development of the human resources of Cyprus. Kitenis, for 2023 a total of 166 Multi-enterprise Training Programmes - Vital and 2,533 Multi-enterprise Training Programmes - Ordinary have been approved, while the next submission of training programmes by CECs, which must be completed by 15 October 2023, will be based on the new Plans and will concern programmes to be implemented from 1 January 2024.
During the meeting, presentations were made on the Cyprus Action Plan for the European Year of Skills, on the study "Labour demand and supply projections in the Cypriot economy 2022-2032", on two studies evaluating the impact of participation in the Multi-enterprise Training Programmes and on the operation of the Vocational Qualifications System of the ANAD. Finally, the changes in provisions and improvements in the operation of the Multi-enterprise Training Programmes, which will come into force from 1 January 2024, were presented.
Sufficient time was allocated for productive discussion, with emphasis on the need to continuously upgrade the knowledge and skills of human resources. The proceedings of the successful AnAD - KEK meeting concluded with a reception, where attendees had the opportunity to network and exchange views.
