[PIO] Summary of the speech of the Minister of Labour and Social Insurance Mr. Yannis Panagiotou on the 2024 budget and the Medium Term Budget

The budget of the Ministry of Labour and Social Insurance for 2024 amounts to €800 million, an increase of €176 million compared to the 2023 budget of €624 million. The above amount does not include the expenditure for the European Social Fund co-financed projects of €20 million for the year 2024, which are covered by the budget of the Directorate-General for Development (DG DEV). Therefore, the total budget of the Ministry of Labour and Social Security for the year 2024 including the expenditure on co-financed projects amounts to €821 million compared to the corresponding budget of €660 million in 2023.

The increase in 2024 is mainly due to an increase in the expenditure of the General Government Contribution of €164 million, an increase in expenditure on benefits, sponsorships, projects and projects by €2 million and an increase in staff expenditure by €3 million.

It should be noted that of the total €821 million budgeted expenditure for 2024, approximately 21% relates to benefits, sponsorships, projects and projects, 4% relates to staff expenditure, 73% relates to expenditure on the General Government Contribution, while net operating expenditure is limited to 2%.

In particular, he referred to the arrangement for granting unemployment benefits to people who left their jobs through a voluntary separation plan, the completion of the review of the employment status of workers in the evening and evening programmes of the Ministry of Education, Sports and Youth, and highlighted the achievement of the interim agreement on the ATA. He also referred to the assessment of the capacities of the Social Insurance Fund and the submission of a proposal for a targeted alleviation of the 12% actuarial reduction, which would benefit a significant proportion of affected pensioners without affecting the sustainability of the Social Insurance Fund and without resulting in an increase in contributions for employees and employers. At the same time, the Ministry's objective is to publish the proposal by the end of the year and to implement the decree on the minimum wage, which will be valid for two years. His goal, he said, is to prepare for the reform of the pension system, for which the aim is to complete the relevant study, to promote the upgrading of the digital infrastructure of Social Security and targeted corrective interventions that will precede the reform on the basis of the capacities of the Social Security Fund. Also, for the implementation of an integrated employment policy, the Labour Minister said that the tools available to the Ministry for effective employment monitoring will be used, the employment of the country's human resources will be strengthened and the response to the staffing needs of the labour market will be improved. With regard to better regulation of terms and conditions of employment, it was noted that the institutional framework of labour would be improved, an action plan would be formulated to extend coverage by collective agreements, and the institutionalisation of basic health and safety training would be promoted. The Ministry also aims to promote modern professional development of the country's workforce through the development of a modern professional culture, the provision of socially targeted professional learning and the promotion of professional qualification and certification. Finally, the Minister of Labour referred to the improvement of services to citizens, which will be achieved by speeding up the examination and response to citizens' requests, with the timely payment of benefits and allowances.
