The results of the International Civic and Citizenship Education Study of the Organisation for the Evaluation of Educational Achievement-International Civic and Citizenship Education Study (ICCS) were presented today at a press conference at the Ministry of Education, Sport and Youth.
The survey provides international comparative data on civic and citizenship education and the ways in which young people aged 13 and under (upper secondary school) are prepared for their role as active citizens. ICCS 2022 focuses on concepts, attitudes, behaviours and evidence for value systems such as sustainable development, migration, diversity, social interaction in the school environment, social and global citizenship. It also studies issues related to teaching and classroom management practices, school administration and the school environment, as well as other factors related to knowledge and attitudes developed in the context of citizenship.
The ICCS survey has been conducted since 2009 and ICCS 2022 is the third cycle of its implementation. A total of 22 countries and 2 regions participated in the ICCS 2022 survey and data was collected electronically using an essay and student, teacher and school questionnaires. Cyprus participated in the survey through the Centre for Educational Research and Evaluation (CEREA) of the Pedagogical Institute of the Ministry of Education, Sports and Youth (MESY) and the 2022 cycle was its second participation (previous participation in 2009).
The ICCS 2022 survey is a special cycle of the survey as it was conducted during the COVID-19 pandemic. The main part of the survey was conducted during the period April-May 2022 with the participation of 3136 students and 1147 teachers from a total of 196 schools, both public and private.
According to the results, the average score of students in Cyprus on the content of civic education and citizenship was 459 points, which is statistically significantly lower than the corresponding international average of 508 points. Compared to 2009, the average performance of Cypriot students showed an increase of 6 points, which was not statistically significant.
The ICCS survey uses a scale with four graded levels of proficiency to describe students' skills at each level in terms of knowledge of civic education in terms of content and cognitive processes.
In terms of gender, girls performed statistically better than boys, both in Cyprus and internationally. The gender gap has decreased, compared to 2009, but this decrease is not statistically significant. In terms of age, in 18 participating countries, including Cyprus, a statistically significant negative correlation was found between age and knowledge of civics and citizenship. That is, the youngest/smallest in age (in terms of month of birth) students in the second grade performed better than their older/older peers. In terms of socio-economic background, this was broken down into three factors (occupation of parents or guardians, education of parents/guardians, number of books in the home). Students with lower backgrounds performed lower in civics and citizenship. Regarding children with a migrant background, in Cyprus their participation rate was the highest of all participating countries and amounted to 21%. On average, in all participating countries, pupils with an immigrant background performed lower than other children. In Cyprus, however, the difference in performance between the two groups of male and female students (nationals, children with an immigrant biography) was much smaller than internationally and not statistically significant.
Through the questionnaires, the survey also collected data to investigate additional factors that may be related to students' performance in civics and citizenship. These related to children's engagement in citizenship activities, their attitudes, opinions and beliefs about important issues in society, as well as school-related aspects. These factors are analysed in detail in the national results report, which will be posted immediately by the CECA together with the survey database.
As the Minister of Education, Sports and Youth has repeatedly stated, the Ministry of Education, Sports and Youth is focusing on using the survey data to improve our education system, which is clearly in need of upgrading and restructuring.

In the above direction, new short, medium and long-term policies are being promoted and have already been enacted in the last nine months, which are expected to put more emphasis on critical thinking, creativity and skills development of our students, as well as on our transition to an integrated/inclusive school. These policies are implemented through actions concerning, among many others, the improvement of the evaluation system for both students and teachers, the upgrading of the all-day school, the expansion of pre-primary education, the prevention and treatment of school violence, the enrichment of the content of curricula, the integration of modern technologies, the link with the labour market, the re-evaluation of the institution of Special Education, the more rational allocation of children with migrant backgrounds, the improvement of the quality of education, the improvement of the quality of education, and the improvement of the quality of education. With regard to civic education and citizenship, actions to promote citizenship skills and knowledge are introduced in the Curricula.
The Governance Programme and the action plan of the Ministry of Education and Culture for 2024-25, which has already been made public, aim precisely to address the chronic distortions of the education system in our country. For the results of the new policies to be visible, time, perseverance and continuous monitoring are needed.
