The Ministry of Education, Sports and Youth (YPAN) informs parents/guardians that registrations/transfers to the Public Kindergartens and Primary Schools for the school year 2024-2025 will be the same as for the previous school year.
Specifically, for the smooth conduct of enrollment/transfer, parents/guardians are requested to follow the following:
1. TIME
- The registration of students for the school year 2024-2025 in the Public Kindergartens and Primary Schools will take place from 15 to 19 January 2024.
- There will be no new enrolment period, except for pupils who for reasonable cause could not be enrolled in the above period.
- No school will be approved for more classes than those resulting from the January registration period (January 15-19, 2024).Therefore, parents/guardians who do not enroll their children during the registration period will be required to enroll them in the nearest school in their area where there are vacancies.
- After 19 January 2024, those students who present themselves for new enrolment or transfer to schools should contact the relevant District Education Office (DPE).[/B] The DPE will inform, for new enrolments or transfers, the schools affected.
- Single Day Schools (S.O.S.) have compulsory attendance until 15:05 or 16:00 (except on Wednesdays when the 7:45 to 13:05 timetable applies, with the exception of Agios Antonios Primary School in Nicosia, which has a five-day afternoon attendance). There is only one dismissal time for all students of each E.O.S. Those parents/guardians who cannot adhere to this time should apply for registration/transfer to another school within the registration/transfer timetable (15-19 January 2024).
2. ENROLLMENT PROCEDURE
2.1 Students who are currently enrolled in the current school year:
- in grades A - E Primary School
- in Compulsory Pre-Primary Education (i.e. children with a birth date of 1/9/2018 - 31/12/2018)
- in the Kindergarten of their educational district and have a birth date of 1/1/2019 - 31/12/2019.
For the above categories of students, the following registration/transfer procedure is followed:
- 15 January 2024:
- Schools send parents/guardians, through the children, a form for Declaration of Enrollment. Schools operating with Cycle A and B, send, in addition, the YMCA form DDE 11 for children in Grade 3. [/B]
- 16-17 January 2024: Parents/guardians complete the form and send it, via their children, back to the school. Children in Year 3 (in Cycle A and B schools) should also submit, completed, and submit the YPAN DDE 11 form. [*]18 January 2024: Schools check the forms collected to see if all parents/guardians have responded. If not, a reminder is issued so that no later than January 19, 2024, all forms are returned to the school. At the same time, schools check the registration forms to see if there are any parents/guardians who wish to transfer their child. In these cases, the YPD Form 33 is forwarded to these parents/guardians, through their children. [*]Until 19 January 2024:All Registration Statements, YPAN DDE 11 forms YPAN DDE 11 (for children in Year 3 in Cycle A schools) and YPAN DDE 33 forms YPAN DDE 33 (for children requesting a transfer) are returned to the school.
2.2 Mstudents who will enroll for the first time in the specified Public Kindergarten or Elementary School
For the above students, the following enrollment/transfer procedure will be followed:
- 15-18 January 2024: Parents/guardians shall place in a sealed envelope, all forms/certificates/documents necessary to enroll their child in the school in their school district and the application for transfer (if they wish to transfer). They then drop the sealed envelope in a special box to be placed on the school grounds.
- In the same area, there will also be the necessary forms for registration (YPAN DPE 11 form) and for transfer (YPAN DPE 33 form) for parents/guardians who do not have access to the Internet.
- Parents/guardians arrive at the specified place having completed, in advance, all the necessary forms simply to drop the envelope in the box and leave.
- 15-18 January 2024:[/I] The school reviews all enrollment/transfer requests and contacts all parents/guardians by phone:
- to confirm the child's enrollment,
- to secure any information/information that has not been provided/provided, and
- to inform parents/guardians that their transfer request will be forwarded to the appropriate E.
- Until 19 January 2024.
3. RIGHT OF ENROLLMENT
- All children, of any nationality, residing in Cyprus have the right to enrol, regardless of the legal or illegal residence of their parents/guardians on the island.
- Children born between 1st September 2019 and 31st December 2019 are eligible for enrolment in Compulsory Pre-primary Education.
- Children born between 1 September 2018 and 31 August 2019 are eligible for enrolment in the Pre-primary class.
- Children born between 1 September 2017 and 31 August 2018 are eligible for enrolment in the 1st grade .
- Applications for enrolment in public kindergartens may also be submitted by children born between 1 January 2020 and 31 August 2021.
4. EDUCATIONAL REGIONS
- The revised educational regions, for the school year 2024-2025 have been posted on the website of the Ministry of Education and Science:

- All new students are enrolled in the Kindergarten or Primary School of their educational district, even if a parent/guardian intends to request a transfer.
- Applications for transfer shall be submitted by the parents/guardians of the pupils to the school in their educational district during the registration period.
- In the case of students who have older siblings in an elementary school, who are attending grades A-E, in the current school year, and are interested in enrolling (a) in the kindergarten adjacent to that elementary school or (b)in that elementary school, enrollment in a school other than their educational district shall be made without the transfer procedure.
- For children of compulsory pre-primary education, who have secured a transfer for the current school year, the re-registration procedure is not required in order to enrol in the pre-primary class.
5. REQUIRED DOCUMENTS/CERTIFICATES
/CERTIFICATES FOR REGISTRATION
The following documents must be submitted during the registration/transfer process: "Application for enrolment in a Primary School or Kindergarten (Compulsory Pre-Primary Education and Pre-Primary Class)" [*]To be submitted by all parents/guardians who enrol their child in this school for the first time[/U]. [/U] [*]It can be obtained from the school or from the CPS website: http:/www.moec.gov.cy/dde/entypa.html. [/LIST]

- Birth Certificate/Passport
- To be submitted by all parents/guardians enrolling their child at this school for the first time.
- For students born in Cyprus, an official Birth Certificate is required.
- For students born outside Cyprus, an official Birth Certificate from the Competent Authority of the country in which they were born is required. Passport is accepted as an official certificate.
- Photocopies of the above documents are accepted, only if certified by a competent official.
- Bills proving the street address
- All parents/guardians enrolling their child at this school for the first time must provide two recent bills, dog waste and electricity,proving that the street of the student's residence is the one registered and falls within the school's educational district. Please note that those who reside in the Municipality of Aglantzia, due to the fact that they do not have a dog waste account, must provide in addition to the electricity bill and the real estate bill.
- In cases where the student's residence is rented and it is not possible to present a dog waste bill, in addition to the electricity bill and the rental document
- In cases where, due to a recent move, there is no dog waste bill, the building permit and a recent electricity bill should be presented.
- Please note that in the case of parents/guardians living in the same house as grandparents or other relatives, and therefore do not have in their own name the two bills required to certify the address of residence, they should provide:
a) bills stating the name of the relative with whom they reside and
b) an affidavit stating the name of the relative with whom they reside and since when they have resided with that person.
The declaration should be signed by both the parents/guardians of the pupil and the relative with whom they live. The signed declaration should, finally, be certified by the relevant Parish Councillor/Mayor/Public Clerk.
- Vaccination status
- When enrolling a child in a Public Elementary School for the first time (children in grade 1 and any other grade coming from private schools or schools abroad), parents must provide a copy of the Vaccination Card or the relevant page of the Health Booklet showing the child's vaccination status and indicating the child's name.
- A copy of the Vaccination Card or the relevant page of the Health Booklet must be provided regardless of whether or not the vaccinations have been carried out, i.e. the relevant Card/page must be provided, even if only an empty one.
- Although it is preferable to present the child's Vaccination Card, the presentation of a certificate from the child's Paediatrician may also be accepted.
- Certificate of Attendance for enrolment in the first grade of primary school
- When enrolling pupils in the first grade of primary school, it is necessary to present a "Certificate of Attendance" in a public/community/private kindergarten.
- For this reason, the directors of public kindergartens will issue the relevant certificate (form YPAN DDE 29) before the start of registration in January.
- Parents/guardians of pupils attending community or private kindergartens must obtain this certificate from the management of the school their child attends.
- In case it is established that a child does not attend a kindergarten registered with the Ministry of Education, he/she should:
[A](a) parents/guardians should immediately arrange for their child to be enrolled in another Kindergarten that is registered with the YPRA. and
(b) that the student be temporarily enrolled in Grade 1 until the parents/guardians present a certificate of enrolment of their child in a registered Kindergarten.
- The lists of registered Community/Private Kindergartens are posted on the website of the Ministry of Education:

- It should be noted that, at the start of attendance in the first grade of primary schools in September 2024, it will be necessary to present an official certificate of attendance in the pre-primary class from a public/community/private kindergarten (not a Kindergarten).
- Certificate of Attendance (for students with date of birth 1/9/2018 - 31/12/2018) who will enroll for the first time at the given kindergarten in the Pre-Primary class
- When enrolling students with date of birth 1/9/2018-31/12/2018 in the pre-primary class (who are currently attending compulsory pre-primary education), it is necessary to present a "Certificate of attendance" in a public/community/private kindergarten.
- For this reason, the Directors of the Public Kindergartens will issue the relevant certificate (form YPAN DDE 29) to the students of the compulsory pre-primary education (i.e. (i.e. with date of birth 1/9/2018 - 31/12/2018) attending their Kindergarten in the current school year. [*]Parents/guardians of pupils attending Community or Private Kindergartens should obtain this certificate from the management of the school their child attends. [*]In case it is established that a child does not attend a kindergarten registered with the Ministry of Education, he/she should:
(a) parents/guardians should immediately arrange for their child to be enrolled in another Kindergarten that is registered with the Ministry of Education and
(b) the student should be temporarily enrolled in the pre-primary class until the parents/guardians present a certificate of enrollment of their child in a registered Kindergarten.
- The lists of registered community/private kindergartens are posted on the website of the Ministry of Education and Culture:

- It is noted that, at the start of attendance in the pre-primary class in September 2024, it will be necessary to present an official evidence of attendance in compulsory pre-primary education from a public/community/private kindergarten (not a nursery school).
- Form YPAN DPE 33
- Title of the form: "Application for Transfer to a Primary School or Kindergarten (Compulsory Pre-Primary Education and Pre-Primary Class) of Another Region"
- This form is to be completed only by parents/guardians who wish their child to be enrolled in a school other than the one in their educational region.
- No application for transfer will be considered unless the child has first been enrolled in the school of his/her educational district.
- It can be obtained from the school or from the CPS website: http:/www.moec.gov.cy/dde/entypa.html.
6. TRANSFERS
- Applications for transfer will be submitted by parents/guardians to the schools in their educational district during the registration period and forwarded by the schools to the relevant N.G.P.
- Relevant form YPAN DDE 33.
- Transfers which are for reasons of relocation and do not create new sections or other problems in the school are carried out during the registration period by the management of the school to which the child is intended to be transferred,
- upon presentation of evidence of the parents/guardians' relocation. Parents/guardians shall ensure in advance that they obtain an official birth certificate from the school to which they intend to move through their children. In the event that a new class or other problem is created at the school, the child is enrolled in the school already attended by the child and at the same time an application for transfer is submitted, enclosing evidence of the parents/guardians' move/residence.
- Parents/guardians who present themselves, for whatever reason, for the registration/transfer of their child after 19 January 2024, should apply to the relevant N.G.P. In such cases, parents/guardians may send the relevant form (YPAN DDE33) and other documents/certificates/documents to be submitted to justify their request, by telex or e-mail to the relevant N.G.P, without their physical presence.
- It is clarified that applications for enrolment/transfer to the relevant NECs are submitted only by parents/guardians of children of primary and compulsory pre-primary age (48/12 - 6 years old) and not by parents/guardians of younger children.
7. EXAMINATION PERIOD FOR TRANSFER APPLICATIONS
- The examination of applications for transfer will take place between 22 and 31 January 2024.
- There will be no further examination period for transfers.
- For approved or unapproved transfers, the relevant N.G.P. will inform the affected schools by letter, via fax, no later than 5 February 2024.
- The schools in which the children were enrolled will inform the affected parents, in the period 6-9 February 2024, so that, within one week, they can collect the documents from one school and enrol in the other school or make an objection, if they wish to do so.
- No pending enrolment/transfer requests must remain outstanding after 16 February 2024.
8 ENROLLMENT OF CHILDREN AGED 3-48/12 INTO PUBLIC KINDERGARDS
- Applications for enrolment in Public Kindergartens may also be submitted by children under the age of 3 - 48/12, i.e. those children born between 1 January 2020 and 31 August 2021.
- The application can be made at any kindergarten in the period 15-19 January 2024.
- The application must be submitted on the YPD form 30 'Application for enrolment in a public/public and community nursery school for children aged 3 - 4 8/12 years'. The form is to be placed, together with the necessary documents/certificates in a closed envelope. The parents/guardians then drop the envelope in the special box that will be located for this purpose in a protected area of the school. [*]It is stressed that if a child enrols in a Kindergarten outside his/her educational district, this does not guarantee his/her continued attendance at the same school when it is of compulsory pre-primary age (4 8/12 - 6 years old), nor does it give any advantage over other children when considering his/her possible application for transfer. For this reason, parents/guardians are recommended to apply to the Kindergarten in their educational district so that the child can continue his/her education in the same school. [*]It is clarified that applications for transfer are not made by parents/guardians of children in this age group. [*]It should be noted that children in this age category who are unable to secure a place in the kindergarten to which they have applied retain the right to apply for a place in another kindergarten that has vacancies. In this case, parents must enclose with their new application the form 'Failure to secure a place at a public kindergarten', which will be sent to them by the kindergarten to which they originally applied, in order for their new application to be considered to be in time. [*]The selection of children 3 - 4 8/12 years old for attendance at Public Kindergartens is based on approved criteria and according to the age category in which each child falls: Category B: 4 - 4 8/12 years old (1 January 2020 - 31 August 2020) and Category C: 3 - 4 years old (1 September 2020 - 31 August 2021).
