[PIO] Announcement of the Ministry of Education regarding reports concerning the service of students with special needs by school assistants

In relation to reports concerning the service of students with special needs by school assistants/assistants, the Ministry of Education, Sports and Youth (MPEY) clarifies the following:

It is the primary concern of the Ministry of Education and the relevant Provincial Committees and the Central Committee for Special Education and Training to meet the special needs of any child who may require reasonable adjustments. Any decisions of the Committees are made on the basis of evidence-based assessments carried out by a team of experts.

The support/provision of support staff (school assistants/chaperones) is based on specific criteria, approved by the Council of Ministers, according to which school assistants/chaperones support children who are not self-sufficient and have serious safety and communication problems. School assistants/chaperones do not have an educational function and may serve the needs of one or more children. Under the current legislation, there is no provision for an "exclusive" school assistant/chaperone and therefore it has been wrongly perceived by some parents that every child with disabilities should have an "exclusive" school assistant/chaperone. It is understood that the resolution of each problem is based on evidence and is not dependent on any interventions.

The CPS understands that there are problems and challenges in the whole process. Therefore, it has already announced an all-encompassing dialogue on the improvement of Special Unified Education.

In conclusion, it is noted that reports that create false impressions are not conducive to effectively addressing the issues that are likely to arise for each child and for each school unit individually.
