The Ministry of Education, Sports and Youth (MESY) welcomes the passing of the 2024 Regulations on the Operation of Public Primary Education Schools during today's plenary session of the House of Representatives, which aim to improve daily life in our schools and learning outcomes as well as enhance the quality and effectiveness of our education system.

The approval by the House of Representatives of these Regulations resolves an important issue that has been of concern to the Ministry of National Education for years and which essentially concerns the improvement and modernization of the framework governing the operation of public primary education schools, since the existing Regulations for the Operation of Public Primary Education Schools are fully revised. It is noted that the process of revising the Regulations started in 2016.

The new Regulations give students a voice and rights, while at the same time through specific pedagogical measures help them to develop good social behaviour, take responsibility and become responsible individuals. The Regulations establish procedures for dealing with issues of violence, sexual abuse, bullying and delinquency and regulate issues of unjustified absences, in order to make clear the obligation of parents to ensure that their children attend school without fail. A teacher in charge of each department and a Pupil Council are also established, with the aim of developing a democratic spirit and cooperation in schools.

The new Regulations modernise the existing framework for the operation of public schools in such a way as to increase the functionality and efficiency of school management, improve the learning climate and learning outcomes, and foster mutual respect, self-discipline and responsibility among pupils and their positive attitude towards school. Pupils are involved in decision-making on matters that concern them, thus enhancing their representative participation in the functioning of the school unit.

In addition, through the new Regulations:

  1. Students' participation in educational processes is enhanced (preparation of a special code of conduct and ethics, decision-making on student dress, excursions, theatrical performances, etc.).
  2. The existence and functioning of the Management Team is established
  3. The duties of the Principals, Assistant Principals, Management Team and teachers are defined in a clearer way
  4. The framework for enrolment and transfers is improved and the electronic registration and confirmation of enrolment of pupils is established
  5. The preparation of an action plan by each school unit for dealing with delinquent behaviour with the aim of upgrading the policy for dealing with bullying is established

  7. Uniform and optional full-day school is established
  8. Summer school is established
  9. Pedagogical measures for the development of social behaviour are determined
  10. Measures are taken to ensure the attendance of children at school
  11. Personal data of pupils are safeguarded
  12. Assessment of pupils is established with the aim of improving learning outcomes.

The Ministry of Education expresses its thanks to the former and current Board of Directors of PDED and to the Organized Parents of Primary, Pre-Primary and Special Education as they, together with members of the Directorate of Primary Education, took part in committees that were formed and contributed to the preparation of the Regulations. Thanks are also expressed to the Commissioner for the Protection of Personal Data and the Commissioner for the Protection of Children's Rights for their constructive suggestions and to the Legal Service of the Republic for its valuable contribution. Finally, the Hellenic Ministry of Education would like to thank the Chairman and all the Members of the Committee on Education of the Parliament for their many months of work in order to promote the new Regulations, for the constructive and smooth cooperation they had with the Ministry and for the spirit of understanding they showed during all the sessions of the Committee.
