I was pleased to be informed by the five Presidents of the Provincial Self-Government Organizations (POAs) that their first day of operation went smoothly, without any particular difficulties.

In particular, as far as the licensing sector is concerned, the placement of the Officers in the EAA premises has been completed in all Districts except Pafos, where it is expected to take place within the week. The "IUPODAMOS" system worked without any problems, accepted applications and payments. In particular, 14 applications were submitted through the System, of which ten were for planning permits and four for building permits. Staff worked under the guidance of the management teams of each Agency, following the new simplified procedures, on the basis of the common Manual provided since last week. In addition, the Nicosia District Municipality issued the first planning permit approval under the new procedure.

In relation to the water and sewerage sectors, the systems were fully responsive, despite the high volume of payments on the first day of each month, and the public were served as normal.

In conclusion, I welcome the smooth start-up of the EDAs and convey my thanks to the staff for their spirit of cooperation and their willingness to contribute to the success of local government reform. I reiterate once again the Government's commitment to the project and its readiness to intervene where and when needed to resolve the difficulties that are expected to arise.
