An official of the Office of the Environment Commissioner carried out a site visit on 08/07/2024 to the beaches of the Community of Pervolia, Larnaca District, in the presence of representatives of the Local Authorities and residents. Subsequently, a letter was sent by the Office (15/07/2024) to the Municipality of Dromolaxia, Meneos, Kition, Pervolia and Tersefano, to which the Pervolia Community Authority is attached, and to other Services, with reference to various issues concerning the beach front falling within the administrative boundaries of the Pervolia Community, and relevant questions.
In summary, the issues referred to in that letter are:
[*]Mechanical movement and stacking of pebbles along the eastern shore of Cape Faros from the beach inland approximately 10-20 metres from the shoreline, so that the sandy substrate of the beach appears, in order to form a sandy beach. [*]Installation of outhouses, which operate as bars - three on the beach Faros and one on the beach Ammos (administrative boundaries of the Municipality of Pervolies) - and also have table seating, electric refrigerators, and sell alcoholic beverages. [*]Use of electricity from the installation and operation of private generators on the public beach to power the bars. [*]Public nuisance and noise pollution from loud music from the bars during the evening hours. [*]During the on-site visit to the beach Faros it was noted that a concrete footpath/cycleway has been created with signage "mandatory cycle path and mandatory parallel footpath", while the beach use plan provides for a road for "Access to the beach by vehicles (ambulances, disabled vehicles, cleaning vehicles)". It was further noted that the entrance barrier remains open, facilitating illegal access and movement of private motor vehicles on the beach, which also creates safety risks for users. [*]Entry and movement on the beach Sand through an open passage between the beach and the public road, in violation of the Beach Protection Act. During the visit it was found that on the beach Sand there are deep tire prints from motor vehicle tires. [*]The use plans for the beaches Faros and Ammos provide for the construction of a lifeguard tower, while it was found that there are no towers installed and no lifeguard on duty, despite the fact that the beach operates as an organised beach with sunbeds and umbrellas.
The Office of the Environment Commissioner will await the answers to the specific questions that have been put to the Local Authority and other Services, which mainly concern the procedures followed by the various Services and Bodies for the issuance (or not) of permits, authorisations, licensing of works, etc. in relation to the above issues. It will then examine all the relevant data before taking further action within its competence.
