[PIO] The Minister of Transport, Communications and Works chaired a meeting of the Road Safety Council yesterday

The Minister of Transport, Communications and Works, Mr Alexis Vafeadis, yesterday chaired a meeting of the Road Safety Council, in the presence of the Minister of Justice and Public Order, Ms Anna Koukkidi - Prokopiou, members of the Police and other relevant services.

During the meeting, the exclusive topic of discussion was the review of the implementation of the photo-identification system, the identification of the problems encountered and the decision-making for specific actions aimed at its better implementation.

At light-controlled intersections, the cameras record offences relating to:

- Speeding, with the fine and penalty points varying according to the percentage of the speed limit violation;

- Violation of stop lines at light-controlled intersections with a fine of €25.

- Violation of a red traffic light, with a fine of €300 and three penalty points.

It was found that the main problem for drivers at camera-controlled intersections is the green arrow for a right turn. It was clarified that drivers who have entered an intersection with a green arrow to turn right and have crossed the white "ALT" line before the traffic light turns red are not in breach of the Highway Code and are not reported.

It was noted that when the green arrow for a right turn goes out, the light detection system (camera) is activated with a time delay corresponding in time to the duration of the orange traffic light.

It was decided that, for the purpose of better warning drivers, the possibility of additional horizontal signage will be considered, as well as the possibility of the green arrow for a right turn flashing at the end of the time.

In addition, where possible, an additional green arrow will be installed for better signage and driver convenience.

It was noted that some intersections have implemented the deactivation of the green arrow at off-peak times and consideration will be given to extending this measure to other locations.

With regard to the red light violation, given that there have been fatal and serious collisions as a result of this violation, bearing in mind the safety of citizens, it is considered that the offence does not require redefinition.

Following receipt of the out-of-court notice and verification of the photograph, any drivers who believe that they have been wrongly charged may contact the photocell system company at tel. 80008009 to have this checked. If they disagree and do not accept that an infringement has been committed, the case will be referred to the court.

The meeting also examined the problems encountered in the service of out-of-court notices, as it is observed that a large number of out-of-court infringements recorded by the photo-identification system have not been served, and studied suggestions submitted.

It was decided to study the possibility of compulsory updating of the personal data of vehicle owners during the renewal procedure of the registration licence and the service, at this stage, of bailiffs who may not have been served or received. In addition, the procedure for the service of bills of summons at airports and ports will be promoted immediately.

It is noted, for the information of the public, that the offences recorded by the photo-recording systems are not subject to the statute of limitations.

Mr. Vafeadis stressed that the aim is to cultivate correct road behaviour, the correct use of the road traffic code, with the ultimate aim of further reducing road traffic collisions. In this context, the launch of the Offender Training School is being launched soon, which will enable the attendance of training courses and the cancellation of penalty points.
