A series of meetings with the Provisional Coordinating Councils of the Provincial Self-Government Organizations (POAs) of all Provinces were held in recent weeks by the Minister of Interior Mr. The purpose of the meetings was to review the progress of the implementation of the roadmap on the part of the Councils, in the context of their preparation for the implementation of the Local Government Reform as of 1 July 2024.
The focus of the meetings was primarily on the transfer from 1.7.2024 of the responsibility for development licensing to the new EDAs, including the issuance of planning and building permits. In addition, the issue of staffing of the EDAs was discussed at length, which will initially arise through staff secondments and/or service agreements from existing staff of the municipalities and the Department of Planning and Zoning. In this context, the recruitment process is underway for a total of 105 persons who will be assigned to the Planning and Building Authorities in order to prepare and process a number of applications pending for consideration before the existing Authorities. At the same time, a record was made of the pending cases and various issues that have arisen in recent months with a view to resolving them.
Speaking after today's meeting with the Pafos Interim Coordinating Council of the EDA, the Interior Minister said that "the purpose of the meetings with the five Interim Coordinating Councils is to see what stage of implementation they are at and what are the outstanding issues under our roadmap, as well as various problems that have arisen in recent months". As Mr. Ioannou added, all pending issues have been recorded and the road map has now been re-evaluated, without any major issues.
Specifically, for the Paphos District, the Interior Minister referred to the peculiarity that exists in relation to water supply due to the non-existence of a Water Supply Council, noting however that a solution has been found.
Finally, Mr. Ioannou said that next week a new meeting will be scheduled with the Interim Coordinating Council of the Pafos EIA on the new common licensing system "EYAGORAS", while in January 2024 a meeting will be held with all Councils for a full discussion and presentation of the new data and the revised roadmap for the completion of the procedures.
