The Ministry of Health on behalf of the Medical and Public Health Services, announces its intention to purchase the services of two (2) general practitioners for the provision of health services to migrants and persons under international protection (political refugees and asylum seekers) at the Migrant Accommodation Centre and Reception Centre for International Protection in Pournara. The duration of the Contract will be for twelve (12) months with the right to renew for another twelve (12) months.
Physicians' compensation:
1. Specifically, per doctor:
- €2,000.00 (two thousand euros) - fixed monthly payment - €1.33 (indicative price) multiplied by the number of cases - variable monthly payment up to a maximum of €2,000.00 per month.
- Note: The performance of the scope of the Contract shall not be affected in any way by the variable fee. In case the total value of the variable fee exceeds €2,000.00 per month, the Contractor must carry out the examinations of all immigrants entering the country without additional payment and may not carry over any surplus to the following month. The maximum total amount the Contractor may claim is €4,000.00 or €2,000.00 fixed monthly payment (calendar month) plus the maximum variable €2,000.00 per calendar month. In case no month is completed then the fixed payment will be calculated on the basis of the working days of the month divided by 30.5 days related to the contract month i.e. [WORKING DAYS/30.5 *€2,000.00]. Accordingly, the maximum amount of the variable payment will be apportioned.
2. The total value of the contract includes all kinds of costs and expenses incurred by the Contractor in connection with the execution of the Contract assigned to him, as well as all kinds of deductions and any other charges provided for by the Cyprus Legislation. The total value of the Contract relates to all the services referred to in Article 2 of this Agreement.
3. The Contractor shall send at the end of the month (calendar month), to the Competent Authority, in the name of the Medical and Public Health Services, for payment purposes, an original invoice together with. The maximum value of the invoice shall not exceed €2,000.0 for the fixed part and €2,000.00 for the variable part for a period of one calendar month (e.g. Y/X/2022; (Y-1)/(X+1)/2022) where Y = days and X = month.
Working Hours
The clinic will operate to provide medical services daily from Monday to Friday and the Contractor shall provide services as required and in consultation with the Contracting Authority's project team.
Applications
Applications submitted will be entered in a list (in alphabetical order), which will be checked by Mrs. Nikoletta Pyrgotou, Hospital Officer. Laboratory, Purchasing and Procurement Directorate of the Ministry of Health. In case of submission of more applications than the existing need, the selection will be made by lottery.

Interested parties must meet the following basic requirements.
(1) Copy of registration with the Pancyprian Medical Association (2) Medical license valid for the year 2022 from the Pancyprian Medical Association. Attach a copy. (3) Very good knowledge of Greek and good knowledge of English. The possession of the languages at the required level must be documented by the candidates by the closing date for applications.
B. Duties and Responsibilities
(1) The successful economic operator shall be required to provide Personal Physician Services as specified in the relevant Terms of Reference of the General Health System (Personal Physicians) Regulations 2019. (2) As part of ensuring Public Health, examine and assess the health status of newly arrived immigrants, referral for laboratory tests, referral for medical specialty tests, supervision/organization and interpretation of Mantoux test, blood sampling for infectious diseases, general blood sampling and other blood tests, rapid tests, administration of medication, prescriptions for the performance of medication, wound changes, investigative work (dxstick, electrocardiograms), vital signs (pressure, temperature and pulse), treatment and supervision of injuries, administration of injections, provision of primary health care and emergency treatment and referral to Accident and Emergency Department, identification of vulnerable persons, and maintenance/updating of medical records of migrants at Purnara International Protection Reception Centres. (3) Participation in training programmes on the Istanbul Protocol. Examination procedure of potential victims of Torture in the context of their application for political asylum (4) Submitting recommendations concerning Standard Operating Procedures and supervising their implementation, carrying out the required administrative work and general coordination related to the operation of the clinic. (5) The Contractor shall, upon signing the Contract, submit insurance coverage for legal liability against professional/medical malpractice exceeding the total amount of €300,000.00 which shall cover the physician involved in its treatment. The insurance shall also cover injury, bodily injury or other damage and death as a consequence of the Contractor's negligence, oversight or failure to comply with the terms of this Contract. The legal liability insurance coverage for professional negligence must have an expiration date two (2) months after the expiration date of the Contract. (6) In the performance of its duties, the Contractor shall comply with Legislative/Regulatory, General or Special Provisions, Directives, Circulars and Practices as implemented by the Department of Health. (7) In the event that the Contractor wishes to terminate the Contract for the purpose of practicing for medical residency, he shall notify the Contract Coordinator in writing 30 days prior to his intended withdrawal.
SUPPORTING MEANS PROVIDED TO THE CONTRACTOR
- The necessary space for carrying out the necessary procedures falling under the Contract. - The existing equipment and consumables will be used. - Access to all information, data, equipment, material and documents reasonably required for the provision of its services. - It will ensure its necessary cooperation with appropriate personnel.
Notes:
The Ministry of Health may terminate the Contract at any time it deems necessary without the successful economic operator claiming any compensation. In this case, the economic operator shall send an invoice to the Accounting Office of Medical and Public Health Services certified by the coordinator in charge only for the days worked.

The interested parties should submit the following with their application for expression of interest. - Form 1: Curriculum Vitae - Form 2: Undertaking not to withdraw the Offer - Form 3: Declaration of Personal Status Certification - The performance guarantee, the amount of which must cover 5% of the contract value, must remain valid for another two (2) months after the completion of the scope of the contract, after which it will be returned to the Contractor by the Contracting Authority.
- Certificate of clean criminal record issued by the Police (issued within 3 months from the date of signing the contract). - Very good knowledge of the English language and ability to communicate adequately orally - Personal Health Certificate Safe Pass, issued under the Infectious Diseases (Public Health) Regulations, To know and observe the measures of prevention, precaution, personal protection and prevention of spread of the COVID-19 coronavirus as notified by the Ministry of Health. - All certificates/assurances/development required, as per herein. - The successful bidder shall, after being notified of the award of the bid and in any case before signing the Public Contract, submit insurance coverage for legal liability against professional/medical malpractice under the General System Law in accordance with Decree Law 496/2020, Article 5 (1) (a) (ii), exceeding the total amount of €300,000.00 which shall cover the medical practitioner involved in its treatment. The insurance shall also cover injury, bodily injury or other damage and death as a consequence of the tenderer's negligence, oversight or failure to comply with the terms of this Public Contract. The term of the insurance coverage to have an expiration date two (2) months after the expiration date of the Contract.
