In relation to the above issue, the Ministry of Education, Sports and Youth (MESY) informs the following:

The introduction of the New Appointment System in Education (NESE), with the passing of the relevant legislation by the House of Representatives in 2015, is, admittedly, one of the biggest and most important reforms made in recent years in our education system.

The NSE aims to select the most suitable teachers for joining the public education service on the basis of qualitative and meritocratic criteria.

The selection of teachers is based, primarily, on the degree to which candidates will succeed in written examinations, as well as, to a lesser extent, on other measurable and objective criteria, such as academic qualifications, length of service, etc.

Based on the aforementioned legislation, written examinations are held every two years. In November 2023, the fourth series of written examinations for the NSDE was conducted since the enactment of the Legislation in 2015.

The results of the November 2023 written examinations, announced today, present a similar picture to the three previous series of examinations (2017, 2019, 2021), with the overall pass rate of teachers during these four series ranging from 37% to 42%.

Despite the slight discrepancy in the pass rate in the four series of exams, the absolute number of teachers who have succeeded in the 2023 exams is significantly increased (beyond 20%), as the overall participation was also increased, which proves its success.

Based on the current needs, it seems that in some specialties, all teachers who have succeeded in the exams will be appointed.

Having studied the results of all the four series of examinations conducted so far for the NSE, the Ministry of Education and Science considers that improvements are warranted, which will be made on the basis of targeted actions and interventions.

As part of the consultation process it has established prior to making major decisions, the Ministry intends to invite all stakeholders to a dialogue with a view to improving the NSSD as much as possible.
