Regarding the above issue, the Ministry of Education, Culture, Sports and Youth (MPSAN) informs parents/guardians that, due to the pandemic of the COVID-19 coronavirus, registrations/transcriptions in the Public Kindergartens and Primary Schools for the school year 2022-2023 will be the same as in the previous school year.
Specifically, the registration period has been extended to avoid confusion of parents/guardians in schools and, at the same time, the registration/transfer procedure has been differentiated in order to reduce, as far as possible, the physical presence of parents/guardians at schools and at the District Offices of Education (E.
For the smooth conduct of the registration/transfer, parents/guardians are requested to follow the following procedures.

2. ENROLLMENT PROCEDURE
2.1 Students who during the current school year are attending:
- in grades A - E Primary School
- in Compulsory Pre-primary Education (i.e. children with a date of birth of 20.10.2010). 1/9/2016 - 31/12/2016)
- in the Kindergarten of their educational district and have a birth date of 1/1/2017 - 31/12/2017.
For the above categories of students, the following enrolment/transfer procedure is followed:
- 10 January 2022:Schools shall send parents/guardians, through the children, a form for Declaration of Enrolment. Schools operating in Circles A and B shall, in addition, send the IEP 11 form for children in Year 3.
- 11-12 January 2022:
- Parents/guardians complete the form and send it, via their children, back to the school. Children in grade 3 (in Cycle A and B schools) also submit, completed, the form PPI 11.
- 13 January 2022: Schools check the forms they have collected to see if all parents/guardians have responded. If not, a reminder is issued to return all forms to the school no later than January 17, 2022. At the same time, schools check the registration forms to see if there are any parents/guardians who wish to transfer their child. In these cases, the IEP 33 form is forwarded to those parents/guardians, through their children. [*]By 17 January 2022: All Registration Statements, IEP 11 forms and IEP 33 transfer forms are returned to the school.[*]By 17 January 2022: All Registration Statements, IEP 11 forms and IEP 33 transfer forms are returned to the school.
2.2 Mpupils who will be enrolling for the first time in the public kindergarten or elementary school in question.
For the above students, the following registration/transfer procedure will be followed:
- 10-14 January 2022: Parents/guardians shall place in a sealed envelope all forms/certificates/documents necessary to enroll their child in the school in their school district and the application for transfer (if they wish to transfer). They then drop the sealed envelope in a special box to be placed on the school grounds.
- In the same area, there will also be the necessary forms for registration (form PPI 11) and for transfer (form PPI 33) for parents/guardians who do not have access to the Internet.
- In strict compliance with all applicable health protocols, parents/guardians arrive at the site having completed, in advance, all the necessary forms, simply to drop the envelope in the box and leave.
- 10-14 January 2022:[/I] The school reviews all enrollment/transfer requests and contacts all parents/guardians by phone:
- to confirm the child's enrollment,
- to secure any information/information that has not been provided/provided,
- to inform parents/guardians that their request for transfer will be forwarded to their District Office of Education and as soon as the school has any information, they will be notified.

3. ENROLLMENT RIGHT
- All children, of any nationality, residing in Cyprus have the right to enrol, regardless of the legal or non-legal residence of their parents/guardians on the island.
- Children born between 1 September 2017 and 31 December 2017 are eligible for enrolment in Compulsory Pre-primary Education.
- Children born between 1 September 2016 and 31 August 2017 are eligible for enrolment in the Pre-primary class.
- Children born between 1 September 2015 and 31 August 2016 are eligible for enrolment in the 1st grade .
- Applications for enrolment in public kindergartens may also be submitted by children born between 1 January 2018 and 31 August 2019.
4. EDUCATIONAL DISTRICTS
- The revised educational districts for the school year 2022-2023 have been posted on the website of the Ministry of Education and Science: http://www.moec.gov.cy/dde/ekpaideftikes_perifereies_2022_23.html
- .
- All new students are enrolled in the Kindergarten or Primary School of their educational district, even if a parent/guardian intends to request a transfer.
- Applications for transfer shall be submitted by the parents/guardians of the pupils to the school in their educational district during the registration period.
- In the case of students who have older siblings in an elementary school, who are attending grades A-E, in the current school year, and are interested in enrolling (a) in the kindergarten adjacent to that elementary school or (b)in that elementary school, enrollment in a school other than their educational district shall be made without the transfer procedure.
- For children of compulsory pre-primary education, who have secured a transfer for the current school year, the re-registration procedure is not required in order to enrol in the pre-primary class.
5. REQUIRED FORMS/CERTIFICATES/DOCUMENTS FOR REGISTRATION
The following documents must be submitted during the registration/transfer procedure:
- Form PPD 11
- Title of form: "Application for enrolment in a Primary School or Kindergarten (Compulsory Pre-Primary Education and Pre-Primary Class)"
- To be submitted by all parents/guardians who are enrolling their child in this school for the first time.
- It can be obtained from the school or from the YPS website: http:/www.moec.gov.cy/dde/entipa.html.
- Birth Certificate/Passport
- To be submitted by all parents/guardians enrolling their child in this school for the first time.
- For students born in Cyprus, an official Birth Certificate is required.
- For pupils born outside Cyprus, an official Birth Certificate from the competent authority of the country in which they were born is required. A passport is accepted as an official certificate.
- Photocopies of the above documents are accepted, only if certified by a competent official.
- Bills proving the street address
- All parents/guardians enrolling their child at this school for the first time must provide two recent bills, dog waste and electricity,proving that the street of the student's residence is the one registered and falls within the school's educational district. Please note that those who reside in the Municipality of Aglantzia, due to the fact that they do not have a dog waste account, must provide in addition to the electricity bill and the real estate bill.
- In cases where the student's residence is rented and it is not possible to present a dog waste bill, in addition to the electricity bill and the rental document
- In cases where, due to a recent move, there is no dog waste bill, the building permit and a recent electricity bill should be presented.
- Please note that for parents/guardians who live in the same house as grandparents or other relatives, and therefore do not have in their own name the two bills required to certify the address of residence, they must provide:
a) bills stating the name of the relative with whom they reside and
b) an affidavit stating the name of the relative with whom they reside and since when they have resided with that person.
The declaration should be signed by both the parents/guardians of the pupil and the relative with whom they live. The signed declaration should, finally, be certified by the relevant Parish Councillor/Mayor/Public Clerk.
- Vaccination status
- When enrolling a child in a public primary school for the first time (children in grade 1 and any other grade coming from private schools or schools abroad), parents/guardians should provide a copy of the Vaccination Card or the relevant page of the Health Booklet showing the child's vaccination status and indicating the child's name.
- A copy of the Vaccination Card or the relevant page of the Health Booklet must be provided regardless of whether or not the vaccinations have been carried out, i.e. the relevant Card/page must be provided, even if only an empty one.
- Although it is preferable to present the child's Vaccination Card, the presentation of a certificate from the child's Paediatrician may also be accepted.
- Certificate of Attendance
- When enrolling pupils in the first grade of primary school, it is necessary to present a "Certificate of Attendance" at a public/community/private kindergarten.
- For this reason, the directors of public kindergartens should issue the relevant certificate (form DPE 29) before the start of registration in January.
- Parents/guardians of pupils attending community or private kindergartens should obtain this certificate from the management of the school their child attends.
- In case it is established that a child is not attending an approved Kindergarten, they should:
- Form PPD 11
- The lists of approved community/private kindergartens are available on the website of the Ministry of Education and Culture: http://www.moec.gov.cy/dde/katalogoi_sxoleion.html.
- It should be noted that, at the start of attendance in Year 1 of primary schools in September 2022, it will be necessary to present an official indication of attendance in the Pre-Primary class from a Public/Community/Approved Private Nursery School.
- IEP Form 33
- Form Title: "Application for Transfer to a Primary School or Kindergarten (Compulsory Pre-Primary Education and Pre-Primary Class) of Another Region" [*]This form is to be completed only by parents/guardians who wish their child to be enrolled in a school other than the one in their educational district. [*]No application for transfer will be considered unless the child has first been enrolled in the school of his/her educational district. [*]It can be obtained from the school or from the Ministry of Education's website: http:/www.moec.gov.cy/dde/entipa.html.
6. TRANSFERS
- Applications for transfer will be submitted by parents/guardians to the schools in their educational district during the registration period and forwarded by the schools to the relevant N.G.P.
- Relevant form DPE 33.
- Transfers which concern reasons of relocation and do not create new sections or other problems in the school, are carried out during the registration period, by the Management of the School to which the child is intended to transfer, after the submission of evidence proving the parents/guardians' move/relocation. Parents/guardians shall ensure in advance that they obtain an official birth certificate from the school to which they intend to move through their children.
- Parents/guardians who present themselves, for whatever reason, for the registration/transfer of their child after 14 January 2022, should apply to the relevant N.G.P. In such cases, parents/guardians may send the relevant form (PPD33) and other documents/certificates/supporting documents to be submitted to justify their request, by fax or e-mail to the relevant N.G.P, without their physical presence.
- It is clarified that applications for enrolment/transfer to the relevant NECs are submitted only by parents/guardians of children of primary and compulsory pre-primary age (48/12 - 6 years old) and not by parents/guardians of younger children.
7. PERIOD OF EXAMINATION OF TRANSFER APPLICATIONS
- The examination of applications for transfer will take place between 20 and 31 January 2022.
- There will be no other period of examination of transfer applications.
- For approved or unapproved transfers, the relevant N.G.P. will inform the affected schools by letter, via fax, no later than 4 February 2022.
- The schools in which the children were enrolled will inform the affected parents, in the period 7-11 February 2022, so that, within one week, they can collect the documents from one school and enrol in the other school or make an objection, if they wish to do so.
- No pending enrolment/transcripts shall remain outstanding after 18 February 2022
8. ENROLLMENT OF CHILDREN AGED 3-48/12 INTO PUBLIC NURSERY SCHOOLS
- Applications for enrolment in Public Nursery Schools may also be submitted by children under the age of 3 - 48/12 years old, i.e. those children born between 1 January 2018 and 31 August 2019.
- The application can be made at any kindergarten during the period 10-14 January 2022.
- The application is to be submitted on form PPD 30 'Application for enrolment in a public/public and community nursery school for children aged 3 - 4 8/12 years'. The form shall be placed, together with the necessary documents/certificates in a closed envelope. The parents/guardians then drop the envelope in the special box that will be located for this purpose in a protected area of the school. [*]It is stressed that if a child enrols in a Kindergarten outside his/her educational district, this does not guarantee his/her continued attendance at the same school when it is of compulsory pre-primary age (4 8/12 - 6 years old), nor does it give any advantage over other children when considering his/her possible application for transfer. For this reason, parents/guardians are recommended to apply to the Kindergarten in their educational district so that the child can continue his/her education in the same school. [*]It is clarified that applications for transfer are not made by parents/guardians of children of this age. [*]It should be noted that children in this age group who are unable to secure a place in the kindergarten to which they have applied retain the right to apply for a place in another kindergarten which has vacancies. In this case, parents/guardians must enclose with their new application the form 'Failure to secure a place at a public kindergarten', which will be sent to them by the kindergarten to which they originally applied, in order for their new application to be considered within the deadline. [*]The selection of children 3 - 4 8/12 years old for attendance at Public Kindergartens is made on the basis of approved criteria and according to the age category in which each child falls: Category B: 4 - 4 8/12 years old (1 January 2018 - 31 August 2018) and Category C: 3 - 4 years old (1 September 2018 - 31 August 2019).
