The Ministry of Education, Sports and Youth (MESY) announces that, in accordance with the provisions of the Regulation of the Employment of Employees of Indefinite and Fixed-term Employees in the Public Service Law of 2016 [L.70(I)/2016 (HEREINAFTER REFERRED TO AS THE LAW), APPLICATIONS ARE ACCEPTED FOR THE EMPLOYMENT OF THREE (3) FIXED-TERM EMPLOYEES, AT THE PEDAGOGICAL INSTITUTE (PI), FOR THE EXECUTION OF A REGULAR PROJECT.

The need for employment relates to the implementation of the European project "Cyprus Internet Safety Centre - CYberSafety IV".

(1) Qualifications required

i. University diploma or degree or equivalent qualification allowing appointment to the Public Education Service or Bachelor's degree in Psychology or Bachelor's degree in Sociology or Bachelor's degree in Communication and Internet Studies. (Note: The term "university degree or qualification" includes a postgraduate degree or qualification)

ii. Recent experience of at least six (6) months (a certificate is required) in at least one (1) of the following areas:

  1. Teaching experience in adult education
  2. Teaching students
  3. Research experience

iii. Very good knowledge of Greek and English (as defined by the criteria of the Civil Service Commission, see. Notes).

iv. Not having been convicted of any prison sentence for a felony or a crime of dishonor or moral turpitude.

v. Integrity of character, administrative and organizational ability, responsibility, initiative and cheerfulness.

i. A Master's degree (at least at Master's level) in Education Sciences or Educational Technology or the Use of Digital Technologies in Education or Computer Science or Communication Studies or Internet Studies or Multimedia Studies or Psychology or Sociology or Counselling.

ii. Doctoral degree in Education Sciences or Educational Technology or Utilisation of Digital Technologies in Education or Computer Science or Communication Studies or Internet Studies or Multimedia Studies or Psychology or Sociology or Counselling.

iii. Recent experience in Helpline and/or Complaint Hotline services that provide counseling or psychological or technological support and assistance to children or adolescents or teachers or parents (e.g. Helpline & Complaint Hotline 1480, Perseus Hotline 1456, etc.)

iv. Development and writing of educational and/or training material on issues of safe use and creative use of online technologies (e.g. online bullying, long hours online, online seduction, social media, child sexual exploitation and child abuse, inappropriate content, misinformation, computer games, media literacy, etc.etc.)

v. Recent teaching experience (teaching courses or seminars or workshops or lectures to students or teachers or parents) on the safe use and creative use of online technologies

vi. Recent experience in managing or participating in the implementation team of a European project (e.g. Erasmus+, Structural Funds, etc.)

vii. Recent experience in managing or participating in the implementation team of more than one European project (each lasting at least six months).

(3) Duties and Responsibilities

The responsibilities and tasks to be performed by the recruited individuals will be those related to the implementation, promotion and management of the actions of the European project Cyprus CYberSafety Centre CYberSafety IV as well as the directly related thematic areas and actions of PI/YPAN and the National Strategy for a better internet for children in Cyprus including the following:

i. CYberSafety Cyprus Helpline and Complaints Line 1480, CYberSafety Centre (via telephone line, online form, live chat, email communication, etc.).

ii. Training/education (experiential workshops, seminars, lectures, presentations, etc.), both in person and at a distance, for groups of teachers, parents and students at all levels of education.

iii. Development and dissemination of support, training and information material.

iv. Organisation of seminars, conferences, workshops, competitions and information/awareness-raising campaigns.

v. Updating, managing and promoting the relevant project websites (and the corresponding Social Media pages).

vi. Management and coordination of the project, including the handling of relevant correspondence and communication with the project partners and relevant bodies in Cyprus and abroad as well as the preparation and submission of Technical and Financial Reports.

vii. Conducting research, data analysis and preparation of results report and recommendations.

viii. Participation in coordination and/or training meetings in Cyprus and abroad.

Notes:

1) The basic fee will be at the initial step of Scale A8, reduced by 10% in accordance with the Budget Law. This will be in addition to any approved increase and the wage rate applicable during the period of employment.

7) In view of the judgment of the Supreme Court in Revision Appeal 60/2011, candidates will be required to provide evidence of language proficiency at the required level either through acceptable evidence or through tests by the closing date for applications.

8) The duties of the posts may involve working outside normal Civil Service working hours, but the total number of hours worked will not exceed the specified number of hours per week. Note that the services of the 1480 Helpline and Complaint Line are provided: Monday to Friday, 09:00-13:00 & 15:00-18:00 and Saturday, 10:00-13:00. The PI/HRC may modify the hours and days depending on the needs.

10) In case of non-receipt of the necessary certificates/evidence for the qualifications/items declared in the online and/or paper application, the applicant will be considered as not possessing the relevant required qualification or qualification that will be an evaluation criterion and hence the qualification, will not be taken into consideration and will not be evaluated.

11) Persons recruited will be invited to sign a private fixed-term employment contract for as long as necessary for the completion of the project. The contract shall be automatically terminated in compliance with the Termination of Employment Act in the event that the work for which they are hired to perform ceases to exist prior to the completion of the project.

12) The period of employment of the two (2) temporary employees shall be for a period of time until the completion of the project, i.e. until September 30, 2024.

13) The period of employment of one (1) fixed-term employee will be for a period of up to two additional months after the end of the project implementation period, i.e. until November 30, 2024, for the purpose of preparing the Project Completion Report (Technical and Financial Report), as required by the Grant Agreement.

14) Upon termination of employment, the employment of fixed-term personnel shall be automatically terminated without payment of compensation or compliance with any other wording. It is noted that the position is not renewable and does not in any way constitute prior service or a prerequisite for any advertisement for a permanent position.

The application must be duly completed, accurately include all the information requested and be accompanied by all necessary certificates or other supporting documents.

ii. Interested parties should print out their completed online Application Form "Application for Employment of Temporary Employees in the Public Service for the purposes of the European CYberSafety IV Project", sign it and attach it together with the necessary certificates/certificates/evidence, must submit it in a sealed envelope in person or send it by courier service to the Secretariat of the Cyprus Pedagogical Institute, 40 Makedonia Avenue, 2238 Latsia, Nicosia, Nicosia, between the hours of 08:30-14:30. The external envelope should be marked "Application for Employment of Temporary Employees for the purposes of the European project CYberSafety IV"

  1. The last date for receipt of applications in electronic form is Friday 3 February 2023, at 14:30.
  2. The last date for receipt of paper applications is Friday 3 February 2023, 14:30 (date and time of postmark or courier company stamp).
  3. Please note that late applications will not be accepted.
  4. Applications that are not submitted as described above (in two parts: electronic and paper) will be rejected and will not be considered.
  5. Applications which are not fully and correctly completed, signed and accompanied by all the necessary supporting documents will be rejected and will not be examined.
