The Parliamentary Defence Committee met today, Thursday, 17 March 2022, and continued the debate - in the presence of the Minister of Defence, the Director General of the Ministry of Defence, the Chief of the National Guard and officials of the Ministry of Defence and the GDF - of the remaining part of the regulations entitled "The Army of the Republic (Appointments, Hierarchy, Promotions and Retirements of Officers) (Amendment) Regulations (No. 3) Regulations of 2021' (Ref: 23.03.058.094-2021). The regulations are intended to better implement the legislative framework governing members of the Army with respect to their appointments, seniority, promotions and retirements. As is known, the Commission decided at the first stage to refer only the part of the regulations that harmonised with the provisions of the basic legislation and concerned the consolidation of the service status of officers with health problems, as well as provisions aimed at achieving compliance with an annulment decision of an Administrative Court, to the plenary session of Parliament. It will be recalled that the provisions of the remaining part of the regulations were not advanced because of reservations by members of the Commission about affecting upcoming promotion reviews. The Commission will continue the article-by-article study of the above regulations at its next meeting.
