The Parliamentary Committee on Transport, Communications and Works met today, Thursday, 24 February 2022, and discussed the following issues:


1.The Regulation of Public Procurement Procedures and Related Matters (Amendment) Act, 2022

2.The Regulation of Contracting Procedures of Entities Operating in the Water, Energy, Transport and Postal Services and Related Matters (Amendment) Act, 2022.

3.The Promotion of Clean Road Transport Vehicles to Support Low Emission Mobility Act of 2021.

The Committee concluded its item-by-item discussion of the above bills and decided to proceed to the placement and final action stage at its next meeting.

The purpose of the first and second bills is to repeal provisions aimed at harmonising with "Directive (EU) 2009/33/EC of the European Parliament and of the Council of 23 April 2009 on the promotion of clean road transport vehicles with a view to supporting low emission mobility", since the aforementioned Directive was amended by "Directive (EU) 2019/1161 of the European Parliament and of the Council of 20 June 2019 amending Directive 2009/33/EC on the promotion of clean and energy efficient road transport vehicles with a view to supporting low emission mobility". The transposition of the latter Directive is provided for in the provisions of the third harmonisation bill referred to above, which is why it was considered appropriate to discuss the above three bills simultaneously at a previous meeting of the Commission.


4.The Facilities for the Reception and Prohibition of Dumping at Sea of Waste from Ships and Cargo residues Regulations 2021.

The Commission concluded the article-by-article discussion of the above regulations, whose purpose is to harmonise with "Directive (EU) 2019/83 of the European Parliament and of the Council of 17 April 2019 on port reception facilities for the delivery of waste from ships, amending Directive 2010/65/EU and repealing Directive 2000/59/EC", and decided to proceed to the stage of positioning and taking a final decision at its next meeting. The regulations regulate, among other things, the operation of adequate reception facilities in ports, fishing harbours and marinas in the Republic, in order to protect the marine environment from the negative consequences caused by the discharge of waste from ships, including fishing vessels and recreational craft.


5.The Radiocommunications (Amendment) Law of 2021

6.The Electronic Communications and Postal Services Regulation (Amendment) Act, 2021.

7.The Electronic Communications Regulatory Act of 2021.

The Committee, having taken a position on the provisions of the above bills, in relation to which no amendments were submitted, decided to refer them to the plenary. The purpose of the bills, which were considered as a priority, is, inter alia, to harmonise with "Directive (EU) 2018/1972 of the European Parliament and of the Council of 11 December 2018 on the European Electronic Communications Code".
