[PIO] Press Release of the Parliamentary Committee on Transport, Communications and Works

The Parliamentary Committee on Transport, Communications and Works met today, Thursday, 3 February 2022, and discussed the following matters:

1. The Motor Vehicles and Traffic (Amendment) Regulations, 2021.088-2021)

The Commission began a discussion in principle with respect to the above regulations, which are intended to amend the basic regulations to require vehicles used for towing vehicles to maintain the required flashing headlight on, visible in all directions only during their stay at the place where the vehicle to be towed is located and only during its loading and unloading, so as not to impair visibility and/or distract road users.

In the course of the meeting, the representatives of the Executive briefly presented the draft amending regulations. The discussion will continue at the next meeting of the Commission, scheduled for 10 February 2022.

2. The Motor Vehicles and Traffic (Amendment) (No. 2) Regulations, 2021 (No. Fak. 23.03.058.089-2021)

The Commission entered into a discussion in principle with respect to the above regulations, the purpose of which is to amend the basic regulations to permit the placement of smaller signs on mopeds and motorcycles in order to resolve the problem of insufficient space for the placement of such signs in accordance with currently prescribed dimensions.

In the course of the meeting, the representatives of the Executive briefly presented the draft amending regulations. The discussion will continue at the next meeting of the Commission, scheduled for 10 February 2022.

3. The Motor Vehicles and Traffic (Amendment) (No. 3) Act, 2021. (Bill proposed by Mr. Ilias Mirianthous and Mr. Kostis Efstathiou on behalf of the Social Democrats' Movement of the EPP) (File No. 23.02.062.198-2021)

4. The need to take measures for better and more effective control in the treatment and suppression of noise pollution caused by modified motorcycles and other vehicles. (Ex officio examination on the recommendation of Mr Kostas Kostas, Mr Giannakis Gavriel, Mr Valentinos Fakontis, Mr Christos Orphanidis and Mr Chrysanthos Savvidis) (File No. 23.04.038.861-2021)

The Committee began discussion of ex officio item number 4 together with legislative proposal number 3, as the two items relate to the same issue. The rapporteurs pointed out the problems arising from the noise caused by vehicles and motorcycles that have undergone modifications, as well as the high speeds often reached by the drivers of such vehicles.

The proposed law was then presented, the purpose of which is to add a provision to the basic law so that in cases where a vehicle undergoes modifications, resulting in nuisance and noise pollution, it will be immobilized and taken to a place where arrangements will be made to restore it to its factory condition.

The parties concerned expressed, inter alia, their concern about the technical training of the officials who would be responsible for implementing the proposed regulation in matters relating to vehicle modifications and sound measurement, and the possibility that vehicle owners might be denounced for minor modifications in such a way as to cause unnecessary inconvenience. To this end, it was decided that the parties concerned should be given the necessary time to submit their comments and suggestions in writing.

The discussion will be continued at a future meeting of the Committee, at which the redrafting of the legislative proposal will be considered, taking into account the suggestions submitted.
