The Parliamentary Committee on the Environment met today, Wednesday, 2 March 2022, and discussed the following issues:
1. The Environmental Noise Assessment and Management (Amendment) Act, 2022.

The Committee, in the presence of representatives of relevant government departments and stakeholders, began discussion of the bill under consideration, the purpose of which is to amend the principal law, in order to achieve the harmonisation of national legislation with the European Union act entitled "Commission Delegated Directive (EU) 2021/1226 of 21 December 2020 amending, for the purpose of adaptation to scientific and technological progress, Annex II to Directive 2002/49/EC of the European Parliament and of the Council as regards common methods for the assessment of noise".
In particular, the Bill amends Annex III of the basic legislation to provide for common European methods for calculating exposure to different levels of noise from road, air and rail traffic and industrial installations in all Member States of the European Union.
It is noted that the Republic of Cyprus had to transpose the provisions of the Directive into national law by 31 December 2021 at the latest and, as this deadline has already passed, a letter of formal notice dated 28 January 2022 has been sent to the Republic by the European Commission.
The Commission will begin an article-by-article discussion of the provisions of the draft law in question at its next meeting.
2. The Waste (Management of Construction and Demolition Waste) Regulations, 2021

The Commission continued article-by-article discussion of the above Regulations, the purpose of which is to improve the existing legislative framework for the management of construction and demolition waste (A.C.W.C.) through the prevention, reduction and proper management of such waste, with the aim of protecting the environment and human health with a minimum of nuisance and achieving the relevant European recycling target, which was set at 70% of waste by weight by 2020. The discussion will continue at the next Commission meeting.
3. The Waste (Amendment) (No. 3) Act, 2021.

The Commission has taken a position on the provisions of the Bill under consideration, the purpose of which is to amend the Waste Law in order to achieve the prevention and/or reduction of the impact of the use of certain plastic products on the environment, as well as to facilitate the transition to a circular economy, in the context of the harmonization of the Republic with the provisions of Directive (EU) 2019/904 of the European Parliament and of the Council of 5 June 2019. The bill will be referred to the plenary, after the consultation stage on amendments that may be tabled by MPs.
