[PIO] Press Release of the Parliamentary Committee on the Environment

The Parliamentary Committee on the Environment met today, Wednesday, 23 February 2022, and discussed the following issues:

1. The Mines and Quarries Regulation (Amendment) Act, 2021.

2. The Mines and Quarries (Amendment) Regulations, 2021.

On the above matters, the House of Assembly, at its meeting dated February 3, 2022, requested that the debate be adjourned for the purpose of reviewing the provisions of the bill that provide for an increase in both the amount of the fine if a person is found guilty of an offence and the administrative fine provided for. The Commission has decided that the Bill does not require any amendment and therefore the two draft laws will be referred to plenary.

3. The Waste (Amendment) (No. 3) Act, 2021.

The Committee continued, in the presence of representatives of the Department of Environment of the Ministry of Agriculture, Rural Development and Environment and the Legal Service of the Republic, the article-by-article discussion of the bill, the purpose of which is to amend the Waste Law in order to achieve the prevention and/or reduction of the impact of certain plastic products on the environment, as well as to facilitate the transition to a circular economy, in the context of the harmonization of the Republic with the provisions of Directive (EU) 2019/904 of the European Parliament and of the Council of the European Union.

The Commission, having concluded the article-by-article discussion of the bill, reserved its position on its provisions at its next meeting.

4. The Waste (Management of Waste from Construction and Demolition) Regulations 2021.

The Commission has started an article-by-article discussion on the above Regulations, the purpose of which is to improve the existing legislative framework for the management of construction and demolition waste through prevention, reduction and proper management, with the aim of protecting the environment and human health, with minimum nuisance, and achieving the European recycling target of 70% of waste by weight by 2020. The debate on this issue will continue at a subsequent Commission meeting.
