The Parliamentary Committee on Refugees, Internally Displaced Persons and Victims began today, Wednesday, 16 February 2022, the debate on "The general management of Turkish Cypriot properties in the free areas of Cyprus" (File No.23.04.038.222-2021), which was registered under the ex officio procedure, following a proposal by Mr Nikos Kettirou, Christos Christofides, Christos Christofias, Nikos George, George Karoulas, Rita Theodorou Superman, Onoufrios Koulla, Christos Seneca, Zacharias Koulias and Michalis Yakoomis.
The Commission, in the presence of representatives of the competent state authorities and stakeholders, examined the issue of the concession of commercial premises by the Turkish Cypriot Property Management Service (T/C) in the Paphos province and was informed on the one hand about the newly established procedure and the criteria laid down for this purpose in the relevant legislation [LAW NO. 139/1991 TO 68(I)/2012 AND DECREE 68/1992] and on the general management of these properties in order to serve the needs of refugees. It was noted in the discussion that each Provincial Administration has a T/C Property Management Branch in order to speed up the service and processing of cases for the benefit of the displaced persons and the owners of the properties under guardianship. In particular, there is an Advisory Committee that studies and advises the Custodian of the TC properties before deciding on any issue related to their management, while for the purpose of fairer management and faster response of the administration to problems related to the issue, special committees have been established in each province.
With regard to the complaints concerning the granting of a number of shops managed by the Custodian of T/C properties outside the relevant criteria and located in central/privileged areas/sections of the Paphos shopping centre, the representative of the Audit Office informed the Committee that the decisions and actions of the administration are expected to be taken within the framework of the relevant legislation and regulations and, where and wherever any deviation is deemed necessary, either the legislative framework will be modernised or He also reported that a sample audit is already underway by the Audit Office concerning the effective, efficient and financial management of T/C properties categorized as business estates in the various provinces.
In the context of the discussion, the members of the Committee stressed the need to streamline the procedure for the examination of applications for concession of T/C properties on the basis of transparent and objective criteria and called for the immediate submission of a Strategic Management Plan, which should include provisions both for the recovery of T/C properties held by non-entitled persons (statutory tenants) and for the removal of any previous irregularities.
