The Parliamentary Committee on Legal Affairs, Justice and Public Order met today, Wednesday, 2 March 2022, and discussed the following issues:
1. The Criminal Code (Amendment) (No. 3) Act, 2021.

The Committee continued its discussion of the above Bill, the purpose of which is to amend the principal Act by adding a new article, 99C, which introduces therein the offences under section 149 (6) of the Electronic Communications and Postal Services Regulation Act, 2004, partially reformulated.
These offences, which are not included in the draft bill for the adoption of a new Law on the Regulation of Electronic Communications and Postal Services proposed by the GERET to replace the current one, concern the sending of messages and telephone calls, through a public communications network, of an offensive, obscene, indecent, obscene and/or threatening character and/or with false content, with the purpose of causing annoyance, harassment and/or unnecessary concern to another person, without prejudice to the general right to freedom of expression.
The Commission studied the revised text of the bill and decided to continue the discussion on its provisions at its next meeting.
2. The Public Service (Amendment) Act, 2018.

The Committee continued its discussion on the above Bill, the purpose of which is to amend the Public Service Act and in particular section 62 thereof, which relates to the right to freedom of expression of public servants, in order to:
a. clarify that civil servants are not prevented from expressing themselves freely on matters of general interest, including matters relating to the public service; and
b. the restriction on freedom of expression by obtaining prior permission from the competent authority should only apply to the communication or publication of any written or oral information relating to the performance of their duties;
The Committee studied the text of the bill and decided to continue the discussion on its provisions at its next meeting.
3. The Public Service (Amendment) (No. 3) Act, 2021.

The Commission discussed in principle the above bill, the purpose of which is to amend the Civil Service Law to clarify that among the disciplinary offenses involving dishonesty or moral turpitude are sexual harassment and gender harassment, and decided to continue discussion on the provisions of the bill at its next meeting.
4. The Family Mediation in Family Disputes Regulations 2020.

The Commission continued its discussion of the above regulations, the purpose of which is to regulate the registration fee for the Registry of Family Dispute Mediators, the mediator's fee for conducting mediation and the specific training required for registration in the Registry of Family Dispute Mediators.
In the context of the exchange of views among the members of the Commission on the revised text of the Regulations, it was decided to seek the views of the Ministry of Justice and Public Order on specific issues concerning the training of mediators.
5. The Lawyers (Amendment) Law of 2022.
(Bill proposed by Mr. Nikos Tornaritis, on behalf of the Parliamentary Group of the Democratic Rally, and Ms. Christiana Erotokritou, on behalf of the Parliamentary Group of the Democratic Party)

The Committee, having taken a position on the provisions of the above proposal for a law, decided to refer it to plenary.
6. The Prevention and Combating of Money Laundering (Amendment) (No. 4) Act, 2021

The Committee decided to refer the above Bill, on which no amendments were tabled, to the plenary.
