[PIO] Press Release of the Parliamentary Committee on Energy, Trade, Industry and Tourism

The Parliamentary Committee on Energy, Trade, Industry and Tourism met today, Tuesday, 15 February 2022 and discussed the following issues:

1. The Tourism and Travel Agencies and Tour Guides (Amendment) Act, 2022.

The Committee has completed the article-by-article discussion of the above bill, which seeks, among other things, to remove barriers to the provision of tourism services, to simplify the inspection and licensing procedures for tourism and travel agencies and tour guides, and to reduce the administrative burden on such agencies. The Committee decided to proceed to the placement and final decision stage at its next meeting.

2. The Specifications, Sustainability Criteria and Fuel Emission Reduction Act of 2022.

3. The Law on the Operation of the Renewable Energy Sources and Energy Saving Fund of 2022.

4. The Promotion and Encouragement of the Use of Renewable Energy Sources Law of 2022

The Committee began the discussion of the above bills, during which a representative of the Ministry of Energy, Trade and Industry presented the main regulations contained in them.

The purpose of the first bill is to adopt new legislation in the context of the harmonisation of national legislation with the European Union act entitled "Directive (EU) 2018/2001 of the European Parliament and of the Council of 11 December 2018 on the promotion of the use of energy from renewable sources", as well as to modernise the existing legislation regulating the quality of fuels. The purpose of the second bill is to introduce new legislation to improve the functioning of the Renewable Energy and Energy Saving Fund and enhance its efficiency, to promote renewable energy sources and energy saving, and to achieve the respective national binding targets. The purpose of the third bill is to adopt new legislation also to harmonise national legislation with the European Union act entitled "Directive (EU) 2018/2001 of the European Parliament and of the Council of 11 December 2018 on the promotion of the use of energy from renewable sources."

The Commission invited stakeholders to send their contributions in writing and decided to proceed to the article-by-article discussion of the bills at its next meeting.

5. The Election of Management Committees in Industrial and Manufacturing Developments Act, 2022

The Committee began discussion of the above proposal for a law, during which the views of stakeholders were expressed on its provisions.

The purpose of the proposal for a law is to enact legislation to regulate the election of a management committee in any industrial or craft development. In particular, it provides, inter alia, for the obligation of the owners of the units of each industrial or craft development to convene a meeting for the purpose of electing a management committee, the obligation of the chairman of the elected management committee to register it in the register to be kept by the competent local authority, the powers of that management committee and the administrative fine that may be imposed in the event of non-compliance with the above obligations. These provisions are proposed for the purpose of effective representation and better management of the affairs of any industrial or craft development, in particular with a view to preventing and dealing with any problems that may arise.

The Commission decided to proceed to an article-by-article discussion of the draft law at its next meeting.

6. Problems that have arisen in certain professional activities as a result of the special measures to combat the pandemic (e.g. gyms, restaurants, leisure centres, dance schools, entertainment centres, etc.) and the need for special support for their survival.

The Committee began its debate on the above subject, in the context of which it examined the problems of the entertainment centres created by the prolonged measures applied due to the spread of the COVID-19 pandemic and in particular the liquidity and viability problems they face. In this context, the Commission invited the Ministry of Finance and the Ministry of Labour, Welfare and Social Security to consult with the representatives of the owners of entertainment establishments with a view to taking targeted measures to support this sector.
