The Parliamentary Committee on Education and Culture met today, Wednesday, 23 February 2022, and discussed the following issues:
1. The Establishment of the Ministry of State for Culture and Appointment of the Minister of State for Culture under the President and Related Matters Act, 2021 (File No. 23.01.062.092-2021) 2] 2. The Ministry of Education, Culture, Sports and Youth Renaming Act of 2021. (File No. 23.01.062.091-2021) 3. The Cyprus Library (Amendment) Law of 2021 (No. Fak. 23.01.062.154-2021) 4. The Cyprus Theatrical Organisation (Amendment) Law of 2021 (File No. 23.01.062.155-2021)
The Committee continued the discussion of the above bills whose purpose is:
1. The enactment of legislation to establish a Ministry of State for Culture and to appoint a Deputy Minister of Culture under the Presidency and to transfer to the Ministry of State for Culture the Cultural Services of the Ministry of Education, Culture, Sports and Youth, the Department of Antiquities of the Ministry of Transport, Communications and Works, the Cyprus Handicraft Service of the Ministry of Energy, Trade and Industry and part of the activities of the Cyprus Theatre Organisation,
2. the renaming of the Ministry of Education, Culture, Sports and Youth as the Ministry of Education, Sports and Youth and the amendment of all laws, regulations, decrees and public documents related thereto,
3. the amendment of the Cyprus Library Law to comply with the Law on the Establishment of a Deputy Ministry of Culture and the Appointment of a Deputy Minister of Culture under the President and Related Matters;
4. the amendment of the Cyprus Theatre Organisation Law to comply with the Law on the Establishment of a Deputy Ministry of Culture and the Appointment of a Deputy Minister of Culture under the President and Related Matters;
4. the amendment of the Cyprus Theatre Organisation Law to comply with the Law on the Establishment of a Deputy Ministry of Culture and the Appointment of a Deputy Minister of Culture under the President and Related Matters.
The Committee, having been briefed by the representatives of the relevant departments on issues that had arisen during its previous meeting and having asked them to send their respective positions in writing as soon as possible, concluded the discussion of the bills and decided to refer them to the plenary session.
5. The Youth Agency Budget Law of 2022
(Fak. No. 23.01.063.037-2022)
The Committee continued the discussion of the above bill, the purpose of which is to adopt by law the budget of the Youth Agency of Cyprus for the year 2022, which is balanced and provides for an expenditure of €17.182.816 and revenues of the same amount.
During the debate, the representatives of the organisation provided clarifications in relation to data requested by the Committee, during its previous session, while new questions were submitted, which were answered orally. The representatives are, however, expected to send information in writing.
The debate on the bill was concluded and it was decided to refer it to plenary.
6. The Cyprus Academy of Sciences, Letters and Arts Budget Law of 2022.
(No. Fak. 23.01.063.051-2022)
The Committee began discussion of the above bill, the purpose of which is to legally approve the budget of the Cyprus Academy of Sciences, Letters and Arts for the year 2022, which is balanced and provides for expenditure of €372.500 and income of the same amount.
During the discussion, the representatives of the Academy explained the provisions of the budget submitted for approval, explaining its work in the fields of education, science and letters, as well as its objectives. The Commission asked questions, which were answered orally and the representatives are expected to send some information in writing.
The debate on the bill was concluded and it was decided to forward it to plenary.
