The Parliamentary Committee on Education and Culture met today, Wednesday, 16 February 2022, and discussed the following issues:

3. The Cyprus Library (Amendment) Law of 2021

(File No. 23.01.062.154-2021)

4. The Cyprus Theatrical Organisation (Amendment) Law of 2021

(File No. 23.01.062.155-2021)

The Committee continued the debate on the above bills whose purpose is:

1. The adoption of legislation establishing a Deputy Ministry of Culture and appointing a Deputy Minister of Culture under the Presidency and transferring to the Deputy Ministry of Culture the Cultural Services of the Ministry of Education, Culture, Sports and Youth, the Department of Antiquities of the Ministry of Transport, Communications and Works, the Cyprus Handicrafts Service of the Ministry of Energy, Trade and Industry and part of the activities of the Cyprus Theatre Organisation.

2. the renaming of the Ministry of Education, Culture, Sports and Youth as the Ministry of Education, Sports and Youth and the amendment of all laws, regulations, decrees and public documents relating thereto;

3. the amendment of the Cyprus Library Law to comply with the Law on the Establishment of a Deputy Ministry of Culture and the Appointment of a Deputy Minister of Culture under the President and Related Matters;

4. the amendment of the Cyprus Theatre Organisation Law to comply with the Law on the Establishment of a Deputy Ministry of Culture and the Appointment of a Deputy Minister of Culture under the President and Related Matters;

4. the amendment of the Cyprus Theatre Organisation Law to comply with the Law on the Establishment of a Deputy Ministry of Culture and the Appointment of a Deputy Minister of Culture under the President and Related Matters.

During the discussion the Committee considered that it was necessary to invite representatives of the Ministry of Education, Culture, Sports and Youth to the next meeting in order to provide some clarifications on specific issues that arose. The discussion will continue.

5. The Youth Agency Budget Law of 2022

(File No. 23.01.063.037-2022)

The Committee began discussion of the above bill, the purpose of which is to legally approve the budget of the Youth Agency of Cyprus for the year 2022. The budget of the Cyprus Youth Organization for the year 2022 is balanced with expenditures of €17,182,816 and revenues of the same amount. The representatives of the organisation explained the provisions of the budget submitted for approval, highlighting the work and objectives of the organisation for the well-being of the country's youth. The Commission asked questions and requested the representatives to send information. Consideration of the item would continue at the next Committee meeting.

6. The University of Cyprus Budget Law of 2022

(File No. 23.01.063.001-2022)

The Committee continued its discussion of the above bill, the purpose of which is to legally approve the budget of the University of Cyprus for the year 2022, which is balanced with expenditures of €163,640,000 and revenues of the same amount. The representatives of the University provided clarifications in relation to the information requested by the Committee at the previous meeting and submitted in advance in writing. The debate was concluded and, therefore, the Committee decided to refer the bill to the full House.

7. The Cyprus University of Technology Budget Law of 2022

(Fak. No. 23.01.062.226-2021)

The Committee continued discussion of the above bill, the purpose of which is to approve by law the budget of the Cyprus University of Technology for the year 2022, which is balanced with expenditure of €73,937,954 and income of the same amount. During the discussion, representatives of the university provided clarifications in relation to the information requested by the Committee at the previous meeting and submitted in advance in writing. The debate was concluded and, as a result, the Committee decided to refer the bill to the full House for a vote.
