On 16 May 2024, representatives of the Office of the Law Commissioner of the Republic of Cyprus participated in a seminar on the working conditions of artists entitled, "Seminar on working conditions for artists in Europe", which was organised by the Belgian Presidency of the Council of the European Union and held at the Palais des Académies, in Brussels.
The seminar focused on recent legislative and institutional initiatives concerning working conditions for artists. In particular, the European Union's framework for the professional and social status of the Artist and workers in the cultural and creative sector was examined.
In addition, the status of the Artist in Europe was examined, focusing on the initiatives of Ireland, Spain and Belgium to strengthen the status of the Artist and the general working conditions of Artists. Subsequently, various fair practices applied in the cultural and creative sector were presented, focusing also on gender equality in the cultural and creative sector.
During the seminar, the representatives of the Office of the Commissioner for Legislation had the opportunity to talk to decision-makers from various Member States of the European Union, as well as with representatives of the institutions of the European Union and the Member States of the European Union, drawing on good practices with regard to the enhancement of the rights of artists in the cultural and creative sector.

It should be noted that the results of the seminar, as well as the general pan-European effort to strengthen the status of the Artist, is in line with the draft bill entitled "The Law on the Establishment of the Register of Artists and the Establishment of Artistic Sponsorship Law of 2024", drafted by the Office of the Legislative Commissioner for the State Ministry of Culture, which is currently at the stage of public consultation.
The Bill places the Republic of Cyprus at the forefront of the European Union as far as initiatives to strengthen the status of Artists are concerned, as the proposed Bill advances the institutionalization of the status of Artist, but also the strengthening of the working conditions of Artists, as it allows for decision making, policy making, the provision of special sponsorship ("artistic sponsorship") to Artists who meet the criteria, as well as any other lawful use by the competent authority.
Finally, the Office of the Commissioner for Legislation considers that the results of this seminar will be useful material for the aforementioned public consultation with Artists and, more generally, civil society, effectively strengthening the status of the Artist and his/her general working conditions.
