The Minister of Justice and Public Order Ms Anna Koukkidi-Prokopiou participated, on 11 September 2023, in the informal Council of Justice Ministers' Council of Europe meeting on "On the Road to Justice for Ukraine". The Council was hosted in Riga by Latvia, the Organization's chairing country for the period May - November 2023.

During the discussions, delegates welcomed efforts to establish a special tribunal to investigate the crime of aggression committed by Russia on the territory of Ukraine. It was stressed that holding Russia accountable and responsible for its aggression in Ukraine is a prerequisite for future building of justice and stability in the country.

In addition, the operation of a Register of Damage, with the collection of evidence to this end, will play an important role in the required transition to a sustainable and just peace in order to compensate victims through the future establishment of a competent commission. The Minister stated that Cyprus could not but support the establishment of a Register of Damage from the Russian invasion of Ukraine, since the Republic of Cyprus itself is a victim of invasion and occupation, which has resulted and continues to result in serious material damage and cost in human lives.

Towards this end, the Joint Statement with the Riga Authorities was adopted.

At the same time, on the sidelines of the meeting, the Minister had the opportunity to hold talks with her counterparts from Georgia, Romania and Italy, exchanging common concerns and experiences in the fields of judicial reform, digital transition and the integration of artificial intelligence in the administration of justice, on issues of penitentiary policy and reformatories for young offenders, on the issue of drugs and the complications it causes in society and on the fight against organised crime. It was agreed to maintain close contacts for the exchange of knowledge and good practices.

The Minister will return to Cyprus today, Tuesday 12 September.
