The main issues addressed by the Council were the preparation of the European Council (27 and 28 June), the dialogue on the rule of law in EU Member States, the Article 7 procedure on the rule of law in Poland and EU-UK relations.

During the discussion on the preparation of the European Council, ministers exchanged views on draft conclusions with a focus on the ongoing Russian aggression against Ukraine, the 14th package of sanctions against Russia, security and defence issues, the development of capital markets at national level, the adoption of the Strategic Agenda 2024-2029, as well as the future of Europe, on the basis of a Belgian Presidency document.

In the context of the annual dialogue on the rule of law per Member State, and following a first presentation by the Commissioner responsible, the Minister presented the state of play in Cyprus following the European Commission's Cyprus Report 2023. He referred to the significant progress achieved in all areas as well as to the measures taken by the Republic to implement the Commission's recommendations. Both the Commissioner responsible and the Member States expressed satisfaction with the significant steps Cyprus has taken to improve the rule of law, particularly in the areas of the administration of justice and the institutional framework for tackling corruption. They also stressed the importance of continuing reforms.

Prior to the opening of the Council's work, an informal working breakfast was held with Ms Cristina Gherasimov, Deputy Prime Minister of Moldova, where Member States expressed their support for Moldova's European perspective.
