[PIO] Participation of the Deputy Minister of State for Research, Innovation and Digital Policy at the EU Space Council in Brussels

The Deputy Minister of Research, Innovation and Digital Policy, Mr. Nicodemus Damianou, participated in the work of the Space Council, which took place today in Brussels. In the framework of the Council's work, a discussion was held on the European Space Law, pending a proposal from the European Commission.

In his intervention, Mr Damianou noted that the new law must provide stability for entrepreneurial efforts, ensuring legal certainty and predictability. At the same time, he stressed that the legislation must be compatible with the principle of proportionality and aligned with the globally accepted framework to avoid international fragmentation. He referred to Cyprus' national space legislation, adopted last October, which covers the authorisation, supervision and registration of national space activities.

It is important, however, he said, to avoid excessive regulation and to adopt a law that is beneficial to the sector and includes supportive measures, particularly for Small and Medium Enterprises (SMEs), which facilitate compliance by space companies while promoting competition. The Deputy Minister called for an acceleration of the Commission's proposal submission process.

A joint meeting of the EU Space Council and the European Space Agency was also held, during which the strengthening of Europe's competitiveness through the space sector was discussed. Mr Damianou stressed the vital importance of Space for Europe's long-term economic prosperity, strategic autonomy, security and global influence. Strengthening the competitiveness of the European space sector entails increasing investment in innovative and commercially oriented space companies, he added. He underlined the importance of developing quantum technology and artificial intelligence and the potential that can be developed by integrating them into space technologies and services.

The Deputy Minister further highlighted the role of the private sector and the need to encourage the participation of start-ups in the sector. Promotional and awareness-raising initiatives on the benefits of adopting space technologies in various industries are also important, he stressed. Damianou noted that investing in the development of advanced tools that harness data derived from space technologies and services is also of great importance.

Therefore, he added, promoting cooperation between the space sector and other sectors that are currently not exploiting the potential of the space sector will lead to innovative solutions that can improve efficiency, reduce costs and lead to overall economic growth.
