[PIO] Participation of MP Stefanos Stefanou in the 148th Assembly of the Inter-Parliamentary Union

The work of the 148th Assembly of the Inter-Parliamentary Union began today in Geneva, with the participation of a delegation of the House of Representatives, consisting of the MPs Mr. Averof Neophytou (leader), Mr. Stefanos Stefanou and Mrs. Alexandra Attalidou.

In his intervention during the meeting of the Standing Committee on Peace and International Security, on "Addressing the social and humanitarian impact of autonomous weapons systems and artificial intelligence", Mr. Stefanou referred to the rapid development of technology and artificial intelligence, which, as he pointed out, offers unprecedented opportunities in key areas, transforming economies and societies, but also creates challenges that need to be addressed comprehensively through a strong legal and regulatory framework and international cooperation.

Referring in particular to the development of autonomous weapons systems, Mr. Stefanou stressed the urgent need for the creation of a binding international legal instrument to regulate their development and use, in accordance with the moral, legal and humanitarian values on which international humanitarian law is based. Equally important, he added, is the adoption by 2026 of a treaty prohibiting the development of "killer robots" and reflecting a global consensus to urgently address the challenges posed by their use. Moreover, the Cypriot MEP criticised the use of artificial intelligence by the most militarised states, which, he argued, in order to further enhance their military capabilities, are creating new threats to international security.

Towards the creation of an international agreement regulating the use of autonomous weapon systems, Stefanou pointed out the central role that parliaments can play through their direct and active involvement in the development of relevant legislation at the national level that comprehensively addresses the ethical, legal, humanitarian and security aspects of these systems and prohibits their use against people or in populated areas. With regard to the establishment of security mechanisms for both artificial intelligence and autonomous weapon systems, he underlined the contribution of parliaments in supporting international negotiations to reach a binding agreement that, inter alia, would ensure respect for international law and ethical principles, record the responsibilities of developers and facilitate the exchange of best practices between states in the context of parliamentary networks and conferences.

Answers to the challenges posed by artificial intelligence and autonomous weapons systems can only be provided by international cooperation and respect for international humanitarian law, through which we ensure that technological progress is aligned with our shared values and the goal of establishing and maintaining global peace.
