The work of the Subcommittee on Legal and Human Rights of the Parliamentary Assembly of the Council of Europe (PACE) on the implementation of ECtHR judgments concluded today in Zagreb. Mr. Kostis Efstathiou, as Rapporteur of the 12th Report of the CSCE on the enforcement of judgments of the European Court of Human Rights (ECtHR), presented a preliminary memorandum.

Mr. Efstathiou referred to the Conclusions of the Summit of Heads of State of the Council of Europe last May in Reykjavik, which explicitly refers to the key role of national parliaments in the process of implementing the Court's judgments and the control they are called upon to exercise over governments to ensure better and faster compliance with these judgments.

In this regard, Mr Efstathiou recommended the establishment of a network of CSCE representatives, who would be responsible for the full compliance of Member States with the provisions of the European Convention on Human Rights and the implementation of ECtHR judgments at national level. Through the exchange of best practices, the involvement of national institutions and the promotion of international cooperation, Efstathiou noted, the case law of the ECtHR will be used to prevent the commission of similar human rights violations and the Court's judgments will be taken into account by national parliaments in the process of enacting legislation.

Mr Efstathiou also participated in discussions on offences relating to defamation and the need to criminalise cases related to hate crimes.
