Almost 3000 applications have been received so far by the Energy Efficient Appliance Replacement Grant Scheme. The Scheme was announced by the Ministry of Energy, Trade and Industry and the Renewable Energy and Electricity Fund on 13 December and falls under the Government's series of compensatory measures to curb the rise in electricity prices. It is aimed at vulnerable households wishing to replace electrical appliances provided for in the plan with new, highly energy-efficient ones, giving grants ranging from €300 to €600, depending on the appliance. A total of €5 million will be granted to around 5000 beneficiaries. Eligible appliances include refrigerators/freezers, washing machines and air conditioners.
As has been observed so far, it has often been observed that the request for pre-approval to participate in the scheme is submitted incorrectly by a person who is usually related to the beneficiary (e.g. spouse or child), which inevitably leads to the rejection of pre-approval requests. We recall that, regardless of who completes the requirements of the application, it must be submitted in the name of the vulnerable electricity consumer himself, i.e. the person in whose name one of the benefits listed below is paid.
It is also often observed that applications are submitted by non-beneficiaries. For this purpose, it is recalled that there is no complete identification of the beneficiaries of the special 08 AHK tariff with the beneficiaries of the Grant Scheme, who are:
[A] [A] Beneficiaries of Minimum Guaranteed Income
Recipients of public assistance from Social Welfare Services
[C] Recipients of Severe Mobility Disability Allowance
[D] Recipients of the benefit to low-income pensioners, provided that they are at least seventy (70 years of age and are not cohabiting with another person who is not at least seventy (70 years of age
(e) Recipients of Paraplegic Care Allowance
(f) Recipients of Quadriplegic Care Allowance.
(g) Recipients of blindness allowance
(h) A large family or a family of five receiving child benefit for three or more dependent children and with an annual gross family income of up to €51,258. The income criterion of €51,258 is increased incrementally by €5,126 for each additional child over four
Applications can only be submitted electronically via the RES and EE Fund application system (https:/resecfund.org.cy). The steps to be followed by the beneficiaries to participate in the project are. An identity card must be attached to the registration form. For the convenience of applicants, an account creation guide is also posted.
- Electronic submission of a pre-approval request through the RES and RES-E Fund's online system (https:/resecfund.org.cy).https:/resecfund.org.cy). The request is submitted from the beneficiary's vulnerable consumer account. When submitting the pre-approval request, a recent electricity bill of the house in which the applicant resides is required to be attached. It is clarified that the bill need not be in the name of the applicant. If the applicant is a recipient of Low Income Pensioner's Allowance who has reached the age of 70, he/she must additionally attach a certificate from the local authority concerned (community leader) that he/she is not living with another person who has not reached the age of 70. For the convenience of applicants, there is a link on the Plan page to the "Pre-Application Guide" which explains the process step-by-step and with the use of illustrations. Further assistance can be found in the FAQs section on the website.
- Pre-authorisation assessment and grant and response to beneficiaries.
- Purchase and installation of devices. A standard certificate from the point of sale, purchase invoice in the name of the vulnerable consumer and the energy label of the electrical appliance must be provided at the time of purchase.
- Online submission of a request for sponsorship payment with attachment of the documents mentioned above.
- Evaluation and payment of sponsorship.
The old appliances to be replaced must be delivered to the supplier for recycling purposes and a certificate must be obtained.
As a reminder, beneficiaries may replace up to five appliances, namely up to three air conditioners, one washing machine and one refrigerator. The scheme is expected to significantly help reduce the electricity bill of the beneficiary households. It is estimated that replacing appliances with modern, high-energy class appliances can contribute to energy savings of more than 50%.
