During the second plenary session, the future of the single market and EU taxation was discussed. In his intervention, Mr Kulla pointed out that the EU lags behind the US and China in terms of competitiveness, while noting that the EU has been slow to take drastic measures, which has led to a very low potential growth rate. In this respect, he stressed the need to provide incentives to address the demographic problem, in particular the under-age population, so that there is a sufficient labour force to help boost the EU's competitiveness.
He noted that excessive regulations in the single market hamper the EU's competitiveness by preventing it from attracting investment. He then highlighted the problems and weaknesses in the EU architecture, while acknowledging that some of them have been corrected. He further stressed that Member States have not taken sufficient and timely action to correct their fiscal weaknesses, including reducing public debt and implementing important reforms. He noted that full fiscal harmonisation is not feasible, yet it needs to be strengthened while respecting fiscal rules.
In conclusion, Mr Culla pointed out that competition should not be between EU Member States and suggested that the possibility of providing relevant tax incentives to attract more investment should be considered in order to enhance the EU's competitiveness.
