In recent months, the Ministry of Interior has been taking a series of measures aimed at improving the operation and management of Turkish Cypriot properties and the equal treatment of the refugee population. The problems that have been created over time, as well as the gaps in procedures and the lack of the necessary tools, have resulted in some cases in the exploitation and violation of lease contracts.
The actions of the Ministry of Interior focus on increasing the controls of lease contracts, as well as on modernizing the legislation governing the management of T/C properties and introducing qualitative and measurable criteria for their more efficient and rational use in a meritocratic and In this context, up to September 2023, a total of 624 lease contracts were audited nationwide. The audits revealed that in 65 cases it was proven that the terms of the contract were violated in 65 cases, while for another 71 cases further investigation is needed.
Through the intensification of the audits, it was possible to collect arrears/accumulated debts of approximately €600,000 from lessees to the Turkish Cypriot Property Fund. In addition, a settlement was reached for the gradual repayment of an additional €1.5 million and lawsuits were registered for debts in excess of €600,000.
At the same time, the Ministry of Interior's strategic objective is the modernization of the legislation governing the management of T/C properties in order to adapt it to the current conditions and needs of the refugee world.

With the aim of introducing modern methods of recording, monitoring and processing of data, the design of the technical specifications for the new computer system of the Service has been completed and it is estimated that the relevant tender will be announced within 2023. At the same time, changes to the administrative and business model of T/C property management are being promoted for implementation, aiming at strengthening the staffing of the T/C Property Management Service and standardising procedures.[/P]Furthermore, having identified long-standing problematic cases of T/C property management, instructions were given by the Minister of Interior to prepare Action Plans in order to provide definitive solutions and ensure the proper management of these properties/properties, in light of the new legislation passed by the House of Representatives regarding the obligation to ensure the structural adequacy of all properties before they are given to beneficiaries.
In conclusion, the Ministry of Interior is taking all necessary steps, in consultation and cooperation with the Parliamentary Committee on Refugees and other stakeholders, in order to introduce tools that simplify procedures and ensure transparency and meritocracy in the management of Turkish Cypriot properties for the benefit of the refugee population.
