The Speaker of the House of Representatives, Mrs. Alexandros Clerides.

During the meeting, the living conditions of prisoners within the Central Prison, the ways to improve them and the modernization of the operation of the prison system were discussed. In particular, the discussion focused on the issues of prison overcrowding, the understaffing of the Prisons Department and the problems this entails in the conditions of detention of prisoners, both for their safety and for their decent conditions of detention, as well as the need to modernize and revise the existing legislative framework governing the operation of prisons. Particular reference was made to the recent report of the European Committee against Torture (CPT) which recorded a significant deterioration of the situation in central prisons since 2017.

For her part, the President of the Parliament stressed the need for the conditions of detention and living conditions of prisoners to comply with the provisions of the International and European Conventions as well as the need for prisons to fulfil their correctional and rehabilitative role in order for prisoners to be smoothly integrated into society after their release.

Mr. Clerides referred to the relevant bill and regulations submitted and pending before the Parliamentary Committee on Legal Affairs, Justice and Public Order and noted that the proposed regulations are expected to contribute to the modernization of the way prisons operate and to the significant upgrading of the protection of prisoners' human rights.

Finally, the Speaker of the Parliament assured of her continued support for efforts to ensure decent conditions of detention for prisoners and protection of their rights.
