[PIO] Government Employment by Category: September 2023

Government employment in September 2023 decreased by 373 persons (-0.7%) compared to the same month in 2022 and reached 52,228 persons. This decrease was mainly due to the transfer of hourly staff from the Ministry of Health to the State Health Services Agency, which is included in the Broad Public Sector, from January 2023. There is a decrease of 708 (-2.8%) in permanent staff, from 25,610 to 24,902. In temporary staff there is an increase of 1,886 persons (10.2%) reaching 20,404 compared to 18,518 persons in September 2022.


There is a decrease in all categories of permanent staff and an increase in all categories of temporary staff. The largest decrease occurs in the Education Service permanent staff (-2.9%) and the largest increase occurs in the Education Service temporary staff (15.1%). Hourly staff shows a decrease (-18.3%).

Compared to August 2023, the largest changes occur in the Education Service permanent and temporary staff (decrease -2.4% and increase 10.0% respectively).

Mmethodological information

Data coverage

Government employment includes: Civil Service, Education Service, Security Forces and Hourly Government Workers. The Civil Service includes permanent and temporary employees of Ministries, Departments and Agencies. The Education Service includes permanent and temporary teaching staff serving in schools, as well as staff of the Productivity Centre and the Higher Hotel Institute. The Security Forces include: the Police, the Fire Service and the National Guard. Hourly Staff includes regular, temporary and seasonal employees.

Data excludes Members of the House of Representatives (Members of Parliament and Representatives of Religious Groups).

Source of Data

The source of data on Government employment is the General Accounting Office of the Republic. The data refer to persons who were paid in a given month regardless of the period and duration of employment.
