[PIO] European Commission adopts the first amendment to the CAP Strategic Plan 2023-2027

The first amendment to the Common Agricultural Policy (CAP) Strategic Plan 2023-2027, which was submitted by the Ministry of Agriculture, Rural Development and Environment on 19 October 2023, was approved by the European Commission yesterday, 12 December 2023.

The aim of the first amendment of the Strategic Plan, which was negotiated with the European Commission, was to improve specific provisions following the experience gained during the first year of its implementation. With regard to the changes, these will be formally implemented from 1 January 2024.

The revised text of the CAP Strategic Plan 2023-2027 is available on the website www.cap.gov.cy.

In order to better inform farmers/livestock farmers in view of the new calls for extensification/capital interventions for the year 2024, the main amendments are listed below.

1. Revision of GAEC 7

The obligation to comply with GAEC 7 is modified as follows:

Farmers who own arable land are obliged to apply one of the following:

1. The main crop shall not be grown in the same field for more than one year (except in the case of perennial crops, grasses and other herbaceous forage and land under fallow).

or

2. Cultivation of a main and a second (secondary) crop (lasting at least two months) of a different genus from the main crop in the same year. It is emphasized that at the end of three years the main crop must be rotated.

As an alternative to the above (1 and 2), farmers who own arable land with seed producing parcels under the Seeds Act 1998, spring potatoes, melons and watermelons, are required at the end of three years to rotate the main crop.

For spring potatoes, melons and watermelons, the main crop must be rotated at least 25% each year at plot level. The parcels eligible to use the alternate option for spring potatoes, melons and watermelons are only those declared with these crops in the year 2023.

2. A.I.. 3.1 - Add the option to use certified seed and manure

Include the possibility through Action E to use manure in combination with certified seed but aid will only be paid for the use of certified seed (€100/ha).

3. A.P. 3.2 Action A 'Application of solarisation to open greenhouse crops

The period of duration of the solarisation (six weeks) can be carried out not necessarily in the period July-August but in the period 15 May-15 September.

The extension of the period during which solarisation can take place gives flexibility to beneficiaries to carry out solarisation without creating a problem with the scheduling of their work. It is understood that the duration of solarization is kept at six weeks.

4. A.A. 1.6 Conservation of traditional animal breeds

Following a review, it was considered appropriate to increase the annual subsidy by 7% per LU (from €340 to €365).

5. A.A. 1.7 "Animal Welfare - Pigs"

The amount of aid was increased from €22 to €30 per LU (sow) in order to make the aid more representative for the beneficiaries taking into account the real loss of income.

6. A.A. 1.3 Action A Harvesting of islands

The prolonged presence of dry vegetation in years of drought and drought poses a very high risk of causing and spreading fires in the countryside. Following a decision by the Ministry of Agriculture, Rural Development and the Environment, it will be possible to speed up harvesting in these areas.

7. A.A. 1.8 Traditional vineyards

Vineyards that do not have a cup formation may also participate in the intervention.

8. A.A. 1.3 Action D "Fire protection measures in high risk areas"

Additional high risk areas, in addition to forest and residential areas, such as industrial areas and buffer zones, are included in the intervention.

9. A.P. 3.2 B Use of potato varieties resistant to nematodes

The amount of aid is increased from €600 per hectare to €1200 per hectare.

10. OPAS 7 - Green harvest

The new intervention aims to restore the balance between supply and demand on the wine market in order to avoid or mitigate the market crisis

11. A.P. 3.1 Exclusion of the use of herbicides in systematic plantations

Table grapes are added to the eligible crops

12. A.P. 3.1 Use of compost in permanent and annual crops

Delete the words "In NVZ areas the amount of compost that can be used must not exceed 43 m³/ha and replace with the following:

"In NVZ areas the amount of compost that can be used must not exceed 10% of the minimum acceptable quantities/ha".
