A Declaration on Children in Ukraine was signed today in Paris by the relevant EU Ministers, condemning Russia's unprovoked and unjustified military attack on Ukraine. On behalf of the Republic of Cyprus, the Declaration was signed by the Deputy Minister of Social Welfare, Ms. Anastasia Anthoussi.
The European Ministers stressed the need to ensure the protection of civilians, including children, by prioritizing the observance of UN Conventions and Resolutions, with emphasis on the Convention on the Rights of the Child. Children in Ukraine face the fear and loss of life caused by the war, and are deprived of their basic rights to adequate housing, health care, education, food and security.
The Declaration commits Member States to provide immediate and concrete assistance to children and their families, with particular attention to unaccompanied minors who are among the affected populations on the territory of Ukraine or in its neighbouring states.
The Declaration also takes into account the long-term consequences of the war situation for children. To address these consequences, the development of measures and mechanisms will be initiated to ensure, with adequate funding, that children have access to their basic and fundamental rights, such as education, access to health care, psychological services, and in general to any other services deemed supportive for children.
As documented in the Declaration, the mobilization of international organizations and civil society is a key factor in helping children experiencing conflict.
