The term of the Committee is three years, renewable.

The terms of reference of the Works for Purchase Selection Committee is the submission of recommendations to the Ministry of Education, Culture, Sports and Youth for the selection, for purchase, of works of art by Cypriot artists with the aim of compiling a state collection of works of art, which will record and document the development of contemporary Cypriot art from the end of the 19th century to the present day.
The approved Regulation, on the basis of which the Commission operates, is the following:
General Conditions:
The purchases of works of art by the Cultural Services of the Ministry of Education and Culture are made with the aim of creating a State Collection of works of art, through which the development of modern and contemporary Cypriot art from the end of the 19th century to the present day can be documented in the best possible way.
The selection of the works in the State Collection is made in such a way that the trends, styles, stylistics and currents that contemporary Cypriot art has followed or is following in its course are illustrated through the best qualitative examples. As far as the most important artists are concerned, an effort is made to represent all periods of their artistic creation.
Since the State Gallery is historical, importance is attached to filling gaps in the documentation of the historical course of art in our country.
The works are purchased from the artists' solo exhibitions and from their studios. It is possible to make purchases from private collections as well, provided that they concern works important for the State Collection.
Criteria:
Based on the above objectives, the following criteria have been formulated and applied for the selection of the works purchased:
1. Artistic quality of the work.
2. Importance of the work in the course of contemporary Cypriot art.
3. Satisfaction of specific needs in documenting trends, styles, stylistics or currents that contemporary Cypriot art has followed or is following.
4. Satisfying specific needs in documenting the artistic career of a particular important artist.
5. Originality of artistic expression.
6. Spirit of research.
7. Number of works by the same artist in the Collection. The work purchased should be indicative of the artist's development (another cycle of work).
8. Use of new, unconventional means of expression.
9. The artist's strong personal "stamp" on the work.
10. The affordability of the work's price will be decisive for the market.
11. Purchase of a work by the same artist is made after two years have elapsed since the previous purchase and provided that the work meets all the criteria stipulated in the regulations. Exceptions are made in the case of historic Cypriot artists who are proven milestones in the visual history of Cyprus.
12. The artist's CV (participation in major exhibitions abroad, representation of Cyprus abroad, etc.).
New emerging artists:
The Commission is entitled to purchase work from an artist's first solo exhibition if the work meets the following criteria:
- Artistic quality.
- Originality.
- Spirit of research (form, material and medium of expression).
Naif artists:
In the case of Naif artists, the Commission will purchase works on the basis of purity, authenticity and genuineness of expression.
Amateur artists:
The Commission will not purchase works by amateur artists unless it considers them to be of outstanding artistic merit.
Contemporary works and performances:
Under the terms of its mandate, the Commission will also consider cases of purchase of documents (videos, books, etc.) which record and document the performance of works and performances. To assist in this process, the Cultural Services will collect and transmit to the State Gallery Archives the data occasionally submitted by grant recipients concerning the documentation of performances (audiovisual material, etc.).
Selection Procedure and Method:
1. The Committee (or its team - at least three people in Nicosia) visits exhibitions in galleries and other venues, at the invitation of the artist or gallery.
2. A prerequisite for the Committee to visit an exhibition is that the gallery or the artist sends to the members at least two photographs of the artist's works and a CV.
3. The Commission visits artists' studios and private collections at the invitation of the interested parties.
4. The Commission visits workshops and private collections of former Cypriot artists when it considers that the State Collection should be enriched with their works or with works from a specific period of their work.
5. The visits to the exhibition spaces and workshops are coordinated by the representative of the Cultural Services of the Ministry of Education, Culture, Sports and Youth in the Commission.
6. The selection shall be made by vote. Any negative opinion of members on certain purchases shall be recorded in the minutes submitted to the Director General.
7. All or at least two members of the Committee shall be responsible for negotiating the purchase price of projects from the Ministry of Education, Culture, Sport and Youth.
8. The Commission shall meet in session three times a year, or at the request of one of its members.
9. The minutes of the meetings of the Commission and of the recommendations for purchase shall be drawn up by the representative of the Cultural Services of the Ministry of Education, Culture, Sports and Youth in the Commission.
