The Permanent Representative of Cyprus to the UN, Ambassador Andreas Hadjichrysanthou and the Permanent Representative of Benin, Ambassador Marc Hermanne Araba, signed on 10 October 2023 a Joint Communiqué on the establishment of diplomatic relations between the Republic of Cyprus and the Republic of Benin. In a joint letter, the two Ambassadors informed the UN Secretary General on the same day and requested that the Joint Communiqué be circulated as an official document to all Members of the Organization.

The Joint Communiqué records that the two Governments have decided to establish diplomatic relations guided by the principles and purposes of the Charter of the United Nations and international law, particularly with regard to respect for the promotion of international peace and security, equality among States, national sovereignty, independence, international treaties, territorial integrity and non-interference in the internal affairs of States.

The establishment of diplomatic relations between Cyprus and Benin was made in accordance with the provisions of the Vienna Convention on Diplomatic Relations of 1961 and entered into force on the date of signature of the Joint Communiqué.
