Total Employees 72,307
The total number of employees in the Broad Public Sector in the 3rd quarter of 2023 was 72,307. In General Government, employment was 66,496 and in Government-controlled Companies and Enterprises was 5,811.
In General Government, which consists of the Government, Non-Profit Organisations and Local Authorities, employment was 52.237, 9,733 and 4,526 persons respectively.
Compared to the corresponding quarter of 2022, employment in the Broad Public Sector increased by 1,878 persons (2.7%). Employment in Central Government increased by 1,614 persons (2.7%), Local Authorities by 156 persons (3.6%) and Government Controlled Companies and Enterprises by 108 persons (1.9%). Employment in Non-Profit Organizations (NGOs) shows an increase of 27.6%, which is due to the transfer of hourly staff from the Ministry of Health (Government) to the State Health Services Agency (NGO), as of January 2023.
Compared to Q2 2023, employment in the Broad Public Sector decreased by 1.019 persons (-1.4%). Employment decreased in Central Government by 1,028 persons (-1.6%), while in Local Authorities and Government Controlled Companies and Enterprises employment remained very close to the levels of Q2, 2023.

Data Coverage
Employment in the Broad Public Sector includes employment in General Government and Government-controlled Enterprises and Enterprises.
General Government
includes Central Government and Local Authorities.
Central Government[/B] includes the Government and Non-Profit Organisations. The Government includes, in addition to the Civil Service, the Education Service, the Police, the Fire Service, Hourly Government Workers and the Security Forces. Non-Profit Organisations include the School Ephorates, University of Cyprus, Cyprus University of Technology (CUT), Open University, Cyprus Sports Organisation, Cyprus Theatre Organisation, Cyprus Youth Organisation, Cyprus Youth Organisation, Investment Promotion Foundation, Cyprus Symphony Orchestra Foundation, Cyprus Dependency Treatment Authority, Cyprus Oncology Bank, Cyprus Radio and Television Foundation, Cyprus News Agency, Cyprus Rural Payments Agency, Cyprus Agricultural Payments Agency, Cyprus Petroleum Products Company, Central Body for Equal Burden Sharing, Research and Innovation Foundation, Thera Fund, Human Resources Development Authority, Office of the Telecommunications and Postal Regulatory Commissioner, Radio and Television Authority, Cyprus Energy Regulatory Authority (CERRA), Cyprus Refugee Association, Cyprus Standards Organisation, Cyprus Asset Management Company, Cyprus State Health Services Organisation and National Betting Authority. The Companies and Enterprises Controlled by the Government are as follows: Cyprus Telecommunications Authority, Cyprus Electricity Authority, Cyprus Ports Authority, Cyprus Drainage Boards, Water Supply Boards, Forest Industries, Cyprus Stock Exchange, Cyprus Housing Finance Corporation, Potato Marketing Board, Cyprus Securities and Exchange Commission, Cyprus Land Development Corporation, Cyprus Scientific and Technical Chamber of Cyprus (ETEK), Cyprus Precious Metals Marking Organisation, Council for Registration and Control of Contractors, Council for Registration of Real Estate Agents, Council of Commercial Agents, Cyprus Certification Society and Health Insurance Organisation.
Clarifications on the Classification of Entities
1. As of the first quarter of 2015, the Thera Fund, the Human Resources Development Authority, the Office of the Commissioner for Electronic Communications Regulation and Postal Services have been transferred to the Central Government (Non-Profit Organizations), the Broadcasting Authority, the Cyprus Energy Regulatory Authority (CERA) and the Pancyprian Refugee Union, due to a revision in the classification of organisations from Government Controlled Companies and Enterprises to Non-Profit Organisations. Also, the Cyprus Certification Society was transferred to Government Controlled Companies and Enterprises.
2. As of the first quarter of 2015, the Cyprus Energy Foundation has been transferred from 'Non-Profit Organizations' to the Government (Energy Service).
3. As of the fourth quarter of 2018, the Cyprus Asset Management Company was added to the 'Non-Profit Organizations'.
4. As of the first quarter of 2019, the State Health Services Organization was added to the 'Non-Profit Organizations'.
5. As of the first quarter of 2019, the Cyprus Tourism Organisation has been transferred from the 'Non-Profit Organisations' to the Government (Deputy Ministry of Tourism).
6. From the first quarter of 2020 the Cyprus Cultural Foundation has been transferred from the 'Non-Profit Organizations' to the Government.
7. As of the third quarter of 2020, the Agricultural Insurance Organisation has been transferred from the 'Non-Profit Organisations' to the Government.
8. As of the third quarter of 2020, the Grain Commission has been transferred from 'Government Controlled Companies and Enterprises' to the Government.
9. From the first quarter of 2022, the National Betting Authority has been added to 'Non-Profit Organizations'.
Data Collection
The source of data for the Government is the General Accounting Office and relates to persons who worked in the reporting quarter, while for the other sectors the data is collected by the organizations themselves through a telephone survey conducted on a quarterly basis.
