The Office of the Commissioner for Legislation announces the completion of the drafting of the bill on the recognition of the social and professional status of the artist, implementing the decisions of the Council of Ministers of 14.9.2022 (Decision No. 93.640), following the decision of the Cabinet of Ministers dated 6.4.2021 (Decision No. 91.082) to draft a revised bill on the issues of the status of the artist-creator. The bill was drafted by the Office of the Commissioner for Legislation in cooperation with the State Ministry of Culture. The Bill is titled "The Artists' Register and Artistic Sponsorship Establishment Act of 2024."

In establishing the status of artist, the Bill aims to set out the terms and conditions for registration in the Register of Artists and the Register of Artists' Associations. It therefore seeks to register all artists as well as artists' associations that meet the conditions set out in the Act, for decision-making, policy-making, the provision of special sponsorship ("artistic sponsorship") to qualifying artists, and for any other lawful use by the competent authority.

In the context of the preparation of the bill on support for artists, the Office of the Commissioner for Legislation carried out a study, posted on the Office's website, on the support provided by a number of States (Member States of the European Union and third countries) to artists, focusing on support for artists through the social security sector.

The Ministry of State for Culture has put up for public consultation the draft bill entitled "The Law on the Creation of the Register of Artists and Establishment of Artistic Sponsorship Law of 2024" on the relevant online platform for public consultation, from 15 April to 19 May 2024, inviting all interested parties to send their views/comments/observations.

The Legislative Commissioner's Office expresses its thanks to the State Ministry of Culture and the Department of Contemporary Culture for their excellent cooperation in this project, as well as to the Social Security Services for their valuable contribution.
