[PIO] Country epidemiological risk assessment on COVID-19, dated 04/04/2022

Following a decision of the Council of Ministers, the new Action Plan for the smooth conduct of flights and the operation of airports has been implemented as of 21 February 2022. The Epidemiological Surveillance Unit of the Ministry of Health has reassessed the epidemiological picture of various countries with regard to COVID-19.

The categorization of countries applies for travel purposes to unvaccinated passengers or passengers who do not hold a valid vaccination or recovery certificate and includes three categories of risk areas with the following color code: green, red and gray. Countries not listed below are considered to be included in the Grey Category (Special Permit).

For Member States of the European Union, EEA (Iceland, Liechtenstein, Norway) and Switzerland their categorisation is based on the categorisation by the European Centre for Disease Prevention and Control (ECDC). Note that the Green and Orange category of this corresponds to the Green category below and the Red and Deep Red category of this corresponds to the Red category below.

Regarding third countries (Egypt, Armenia, Georgia, United Arab Emirates, United Arab Emirates, United States of America, United Kingdom, Jordan, Israel, Canada, Kuwait, Belarus, Lebanon, Lebanon, Bahrain, Oman, Ukraine, Russia, Qatar, Saudi Arabia, Qatar, United Kingdom, Serbia) and also those additional countries included in the updated list of the European Council Recommendation (EU) 2021/89 on the phasing out of temporary restrictions on non-essential travel to the EU, these are assessed epidemiologically by the Ministry of Health and classified into Green and Red categories.

The categorisation of countries below, based on the epidemiological risk assessment, is highly dynamic and may change at any time as the pandemic evolves and the epidemiological data changes. To this end, new data will be announced and the list of countries will be updated frequently.

Passengers who have not been vaccinated or do not hold a valid vaccination or recovery certificate, regardless of nationality, will be able to travel to and enter the Republic of Cyprus from any departure state, provided they meet the requirements of the relevant category, in which the State from which they are travelling has been categorised, such as a laboratory test or an obligation for self-limitation/quarantine or the issuance of a special permit. Vaccinated or Recovered passengers, regardless of nationality, will be able to travel to and enter the Republic of Cyprus from any state of departure without being required to meet the requirements of the respective category in which the State from which they are travelling has been categorised, such as laboratory examination or obligation to self-limit/quarantine or issue a special permit, provided that they meet the conditions set out in the following link:

Green - Low risk countries at this stage

  1. Third Countries: Armenia, United Arab Emirates, Qatar, Colombia, Rwanda, Saudi Arabia, United Arab Emirates

Red Category Countries - Countries at increased risk compared to Green Category Countries

  1. Member States of the European Union: Austria, Belgium, Bulgaria, Bulgaria, Croatia, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, the Czech Republic, Finland
  2. Small States: Andorra, Monaco, Vatican City, San Marino
  3. Members of the Schengen Area: Switzerland, Iceland, Liechtenstein, Norway
  4. Third Countries: Egypt, Argentina, Australia, Australia, Georgia, Canada, China (including Hong Kong and Macao), Egypt, Indonesia, Jordan, Israel, Israel, Kuwait, United Kingdom, United States of America, United Kingdom, United States of America, Belarus, Lebanon, Lebanon, Bahrain, Bahrain, New Zealand, New Zealand, South Korea, Oman, Oman, Ukraine, Uruguay, Peru, Russia, Serbia, Chile

Note that the above country categorisation will be effective from 07 April 2022.

It is stressed that all passengers, regardless of country category, including persons holding a valid vaccination certificate are required to submit an application to CyprusFlightPass within 48 hours prior to the departure of their flight

. In addition, for the purposes of safeguarding public health and monitoring the epidemiological picture, the Ministry of Health may carry out random laboratory COVID-19 molecular testing of passengers (including persons holding a vaccination certificate) on selected flights.
