[PIO] Councillor Rita Theodorou Superman represents the Parliamentary Assembly of the Mediterranean at the World Conference of Women Parliamentarians

Councillor Mrs. Rita Theodorou Superman, Special Rapporteur of the Mediterranean Parliamentary Assembly (MPA) on combating terrorism and organized crime, participated today in the first part of the proceedings of the Global Conference of Women Parliamentarians, on "The role of women parliamentarians in the development, implementation and oversight of legislation, policies and strategies to combat terrorism and prevent violent extremism". The conference was organized by the UN Office for the Suppression of Terrorism (UNOCT), in the framework of the "Parliamentary Participation in Preventing and Combating Terrorism" Programme.

In her intervention, Ms. Theodorou Superman noted the contribution of the CSM to international efforts to combat terrorism, violent extremism and radicalisation, through the promotion of harmonisation of legislation and integration of best practices among its members.

Social inequalities, marginalisation, democratic deficit, ongoing conflicts and insecurity, said the Cypriot MP, are factors that fuel terrorism. Noting the widespread use of social media to spread terrorist narratives, Theodorou Superman stressed that the CSM has put the need to identify and implement strategies to counter online recruitment and radicalisation at the forefront of its action with its strategic partners.

Theodorou Superman further pointed out that gender mainstreaming is a fundamental component of a holistic approach to countering and preventing terrorism, taking into account the increased vulnerability of women in situations of violent conflict or attacks.

The Cypriot Rapporteur then informed the participants about the cooperation of the CSM and with the UN Security Council's Counter-Terrorism Executive Directorate (CTED) to assess the legislative frameworks of the member states of the Convention and the degree of integration of the UN Women, Peace and Security Agenda, which aims to increase women's participation in the prevention of armed conflict and peace-building and plays an important role both in promoting gender equality in counter-terrorism strategies and in addressing the impact of terrorism, particularly on women and girls.

Ms Theodorou Superman reaffirmed the commitment of the CSM to the implementation of the UN Model Legislative Provisions on the Victims of Terrorism, noting in particular the Assembly's contribution to the 2020 consultations and underlining the crucial role of Parliaments in overseeing their implementation.

Theodorou Superman concluded by stressing that States have an obligation to take all necessary measures to protect, rehabilitate and reintegrate into society victims of terrorist violence, especially women, ensuring their dignified living conditions through a long-term multidimensional approach, including physical, psychological, social and economic support.
