Councillor Rita Theodorou Superman, in her capacity as Special Rapporteur of the Mediterranean Parliamentary Assembly (MPA) on the fight against terrorism and organised crime, participated today in the 5th Coordinating Meeting of Parliamentary Assemblies in Istanbul. The meeting was organized by the UN Office for the Fight against Terrorism.

In her intervention, Ms. Superman referred to the alarming growth of terrorist organizations, noting that their networks are spreading dangerously across Europe, Africa and Asia, while their upgraded organizational capabilities are dramatically increasing the number of victims and international instability and insecurity.

The Cypriot MEP also referred to the constant change in the manifestations of the terrorist threat and the strengthening of terrorist organisations, which, as she pointed out, use advanced methods of action and recruitment, exploiting modern technologies, including the internet and artificial intelligence, with the result that states are constantly facing new challenges in terms of their counter-terrorism policies.

The Special Rapporteur of the CSM announced, in this regard, the Agency's decision to establish a Parliamentary Permanent Observatory in San Marino to monitor the malicious use of artificial intelligence. The aim of the CMC, she said, is that, through cooperation with the UN and other international bodies, the Observatory will become a reference point for parliamentarians around the world.

The Special Rapporteur underlined the contribution of the CSM to international efforts to address the terrorist threat by developing international partnerships and encouraging Member Parliaments to harmonize their national legislation and coordinate their policies, thereby increasing their effectiveness, and by providing Parliaments with key guidelines and expertise where and when needed through its special reports and activities.

In the context of the Coordination Meeting, the UN Office for the Suppression of Terrorism officially presented the Parliamentary Manual for the implementation of UN Security Council Resolution 1373 (2001). Ms Superman expressed the CMM's satisfaction with the preparation of this Manual, which, she said, would be presented to the Members of the Assembly at the forthcoming 18th Annual Session of the Plenary in Portugal.

In conclusion, the CSM Special Rapporteur stressed that national policies to combat terrorism must always be consistent with the obligation of States to respect human rights, fundamental freedoms and the principles of the rule of law.

Tomorrow, Thursday 9 May, Ms Superman will also participate in the 3rd Parliamentary Strategy Dialogue on Counter-Terrorism, organised by the UN Office for the Suppression of Terrorism.
