The Department of Public Administration and Personnel (DPA) records on a quarterly basis since 2011 the employment of staff in the Public Sector, which is presented in detail in the table below. Staff employment levels in the Public Sector during this period have decreased by 8%, i.e. from 52,267 persons recorded on 31.12.2011 to 48,120 persons recorded on 30.9.2021.
Methodological Information:
The above employment figures include: the Public Service (permanent and temporary staff), the Education Service (permanent staff and non-permanent staff): Contract/Substitute Teachers), the Judicial Service, the Cyprus Army (including Contract NCOs), the Police (including Special Constables), the Fire Service, State Officers and Hourly Government Staff.
The "Employment in the Public Sector" data maintained by the DPI differ from the "Employment in Government" data published by the Statistical Service (YSTAT) in monthly press releases, mainly due to different methodology and the fact that they serve a different purpose.
The main differences in the collection of employment data between the CDE and the YSTAT are identified as follows:
- The CDE does not include in the employment data the contracted SYOP soldiers, who were hired to reduce the military service of conscript national guardsmen, and there is an employment ceiling of 3,090 persons. The YSTAT includes them.
- The TDS does not include in the employment data the Hourly Government Staff of the State Hospitals, which since 1/1/2019 has been transferred as staff of the State Hospitals due to the autonomy of the State Hospitals (1,725 persons were moved and now belong to the State Hospitals). The YSTAT includes.
- The TDS calculates employment for seasonal staff and contract/substitute teachers on a full-time equivalent basis (approval granted for one year in person-months). E.g. if the approval, and therefore the employment, is for 20 seasonal staff for a period of 6 months, the employment is calculated as 10 full-time equivalent staff. YSTAT counts the persons paid in the particular month under consideration, regardless of the period and length of time they were employed, even if they have worked even 1 day.
- The TDS does not count any category of persons employed with a bonus, since they are not considered public sector employees and therefore does not include in the employment data Medical Officers and Nurses working in State Hospitals to obtain a specialty and receiving a Practice Allowance. Based on date data. 30/9/2021 of the State Wage Register of the General Accounting Office they amount to 247 persons, which are included in the YSTAT data. Based on date data. 30/9/2021 of the State Payroll of the General Accounting Office, they amount to a total of 78 persons, which are included in the YSTAT data. Eurostat does not include in its data Members of the House of Representatives (Members of Parliament and Representatives of Religious Groups).

The source of employment data for the Department of Public Administration and Personnel is the General Accounting Office, the Education Service Commission and Ministries/Under-ministries/Independent Agencies.
The above figures are provided for the purposes of fuller information and transparency, and for clarification in relation to the differences in employment figures presented in the Government Employment Press Releases of the Bureau of Statistics, which uses a different methodology from the Department of Public Administration and Personnel in its depiction of the employment situation.
