[PIO] Communication from the Ministry of Agriculture, Forestry, Environment and Water Management on the Plans for compensation for damage to

The Ministry of Agriculture, Rural Development and Environment announces two State Aid Schemes to compensate for damages caused to agricultural production and means of production due to the fires that broke out during the period August - September 2023, in communities of Limassol District.

The Plans, which will be implemented by the Department of Agriculture of the Ministry of Agriculture, Rural Development and Environment, are the following:

A) Extraordinary State Aid Scheme for compensation of damages caused to agricultural production and means of production by fires that broke out during the period August - September 2023, in communities of the Limassol District

Beneficiaries are affected farmers, whose affected crops are declared to the Cyprus Agricultural Payments Agency, submitted a Declaration of Cultivation and paid the compulsory contribution under the Risk Management in Agricultural Production and Related Matters Law 103 (I) of 2019-2021. It should be noted that the construction of greenhouses and the beekeeping, poultry and cane farming sectors are excluded from this legislation. Unlicensed premises and warehouses are also excluded.

Beneficiaries whose reactivation will be eligible under the Exceptional Scheme will receive aid for loss of income and for the rehabilitation/replacement of perennial crops, improved irrigation systems, irrigation mains, agricultural machinery, etc.

The total amount of aid under this scheme will amount to a maximum of 80% of the eligible costs incurred. Upon submission of the application for rehabilitation, beneficiaries may receive an initial aid, which will not exceed 30% of their eligible costs, with a commitment to undertake damage repair and reactivation actions. In case the foreseen actions are not implemented, this amount will be recovered.

B) Scheme for investment support for the restoration of the rural environment from the disasters caused by the fires that broke out during the period August - September, 2023 in communities of the Limassol District.

Beneficiaries are affected farmers who are not eligible to participate in the Exceptional Scheme, due to the declaration of cultivation. Eligible actions include replacement of perennial crops, improved irrigation systems, irrigation mains, agricultural machinery, etc.) in accordance with its provisions. Under the provisions of the Exceptional Plan, loss of income is not an eligible action and therefore not subsidized.

It is understood that under the provisions of the Plans, affected persons may participate in only one of the two Plans for the purpose of receiving aid for the rehabilitation of their fire-affected assets.

Under this scheme, financial aid of a maximum of 65% is provided for the total amount of eligible actions to be carried out, which may not exceed the total estimated damage.
