The Committee for Gender Equality in Employment and Vocational Training (CEE), as the body responsible for sexual harassment in the workplace, welcomes the bills of the Ministry of Justice and Public Order, which establish sexual harassment and/or harassment as separate disciplinary offences in the Police and Fire Service, which has already been done in the Civil Service and is being promoted for the Education Service.
The Commission has over time handled complaints of sexual harassment in the workplace, as well as complaints concerning incidents of gender inequality in general. It also provides support and advice to victims. An important competence of the Commission is to provide legal assistance to victims of discrimination to claim compensation before the Labour Court. It is worth noting that the Commission is in constant cooperation and communication with the Equality Authority of the Office of the Commissioner for Administration and Human Rights and the Equality Inspectors of the Ministry of Labour.
Among other things, the Commission organises training seminars, forums and training sessions aimed at employers and employees on issues within its remit.
The Commission's role in drafting a code that all public and private sector employers should have in place on sexual harassment is also important. The Commission has the power to assist employers in drafting and implementing such a code because, if there is harassment in the workplace and it is proven that there was no such code and the employees did not know how to report such harassment, then the employer can be held jointly and severally liable for damages awarded by the Court. It is worth noting that the Commission has produced a Guide on preventing and combating harassment and sexual harassment in the workplace, which contains guidance and advice for employers and employees.
