The State Aid Control Officer Ms Stella Michailidou issued on 20 February 2024 a Decision, in relation to the Aid Measure, entitled: "Grant Scheme for the Creation, Modernization and Digital Upgrading of Processing and/or Marketing Units of Agricultural Products - 2nd Call for Proposals".
The Measure is included in the Cyprus Recovery and Resilience Plan (CRP) for the period 2021-2026 and will be funded by the European Union (EU) Recovery and Resilience Mechanism.
The Competent Authority for the application and implementation of the Measure is the Ministry of Energy, Trade and Industry.
The total budget of the Measure amounts to €7 million.
The beneficiaries of the financial assistance to be granted through the Measure are new or existing Small and Medium Enterprises (SMEs) as defined in the Recommendation of the Commission of the European Communities dated 06/05/2003 and No. 2003/361/EC which undertake to carry out investments in the eligible sectors and activities covered by the Scheme and are established or will be established in Cyprus, excluding the areas in which the Government of the Republic of Cyprus does not exercise effective control due to the Turkish invasion. The Scheme covers existing and/or new units which are or will be active in the processing of agricultural products covered by Annex I of the Treaty on the Functioning of the EU (hereinafter referred to as TFEU) except for the products shown in Annex II of the Scheme.
Beneficiaries include Producer Groups and Producer Organisations recognised by the Competent Authority. In the case of Producer Organisations in the fruit and vegetable sector implementing an Operational Programme, the eligibility of their actions is limited only to actions not included in their Operational Programme.
The duration of the measure will be the period 2024-2026.
Decision No 450 has been posted on the website of the Office of the State Aid Control Authority.
The EU legal basis of the above Decision is Regulation No. (EE) 2022/2472 declaring certain categories of aid in the agriculture and forestry sector and in rural areas compatible with the internal market pursuant to Articles 107 and 108 of the Treaty on the Functioning of the EU.
This Measure was published in the Official Gazette of the Republic, dated 23 February 2024, and will enter into force after the adoption of the Decision of the Council of Ministers of the Republic of Cyprus.
