The Joint Policy Statement entitled "Vision "Zero Accidents" - "Safe Pass" Safety Card - Health and Safety Training for all Construction Workers" by the Minister of Labour and Social Insurance, the Employers' Organisations (OEB, KEBE and OSEOK), the Trade Unions (SEK, PEO, DEOK and PASYDY), the Scientific Technical Chamber (ETEK), the Council for Registration and Control of Contractors (CREE) and the Human Resources Development Authority (HRD).
Following the signing of the agreement, the Minister of Labour and Social Insurance, Mr. Yannis Panagiotou, said the following.
It has been agreed that the period of the next two years will be transitional, in order to gradually allow for compliance with the obligation to train workers, after which the institutionalisation of compulsory safety and health training for all construction workers will be promoted as a prerequisite for access to construction sites to carry out their work.
The Ministry of Labour and Social Insurance, through the Human Resources Development Authority, has already taken all necessary steps to schedule the provision of the training programmes, which will begin to be implemented immediately and will be followed by announcements.
I wish to thank the social partners, employers' and trade union organisations for the constructive attitude shown during the consultations to reach the agreement, responding to the political will of the Government, giving priority to the safety and health of workers.
The implementation of the people-centred government policy and the implementation of the President's Programme of Governance are centred on citizens, who actively participate in the productive process, constituting the human potential of the Cypriot economy and the backbone of Cypriot society. The safety and health of workers are non-negotiable and today's signing of the Joint Policy Statement on safety and health training for all workers in the construction sector is a collective success of tripartite social cooperation, of which we all have a right to be proud."
