[PIO] Announcement of the Ministry of Interior on the Special Audit Report on Local Authorities - Community Councils of the Audit Service

Following the publication today by the Audit Office of the "Special Audit Report on Local Government Authorities - Community Councils for the period 1998-2018", the Ministry of Interior welcomes the findings recorded in the Report, most of which, in principle, are in agreement with the Ministry.

Considering that the findings in this Report relate to the 20-year period up to 2018, and that they reveal cases of mismanagement in Community Councils, the need for the implementation of local government reform is demonstrated. Particularly in relation to Communities, the creation of Service Delivery Clusters (SDCs) is expected to streamline their operating model and enhance transparency, good governance and efficient service delivery to citizens. The organisational structure and the staffing of the LGUs with scientific and qualified personnel, who will support the work and responsibilities of the Community Councils, will put an end to the phenomena of mismanagement and corruption that were observed in several cases.

The new system of operation of the Local Authorities is undoubtedly a much better model than the existing one. It is also our finding that, in order to serve citizens to the fullest and most effectively, this new system needs continuous improvement. As the Government, we are ready to solve problems that are likely to arise during the first transitional period, but we are also ready to implement those steps that will address weaknesses in the legislation.

As we have often pointed out, the benefits of the reform will become more and more apparent in the daily lives of citizens as time goes by. For communities in particular, the benefits will be manifold and will streamline the way they operate, while preserving the specific character of each local community.

In conclusion, the cooperation between the Ministry of Interior and the Audit Office has been seamless, which is reflected in the Office's Report, with reference to the adoption of the Office's recommendations in the relevant amending bill. The Ministry of Interior is working intensively and with dedication for the smooth start of the Local Government Reform from 1 July.
